Chapter Thirty-Nine Heart Purification Mantra
In the early Tang Dynasty, he inherited the policies of the early Han Dynasty and the late Han Dynasty, and did not compete for profit for the people, and did not implement a monopoly system. It was not until after the Anshi Rebellion that in order to raise military expenses, the Tang Dynasty began to establish a salt law, which purchased all the salt produced by the salt households at a low price and then sold it to the people at a high price.
Subsequently, the Song, Yuan, Ming and Qing dynasties regarded salt profit as their lifeline. The so-called "the profit of selling seas is half the profit", salt profit can even reach half of the national annual income.
The court, local officials and salt merchants competed to share the fertilizer, which led to the increasing cost of salt and the increasing price. The people's wealth flowed into the national treasury, which also fattened local officials and rent-seeking salt merchants.
Therefore, Xu Qilin was not so ruthless and suggested that the government put all the tea into the end, which is the system of prohibition.
In fact, as early as the reign of Emperor Zhao of Han, there was a major debate recorded in "Salt and Iron".
"The outside is not allowed to use the seaside for civil use, and the inside is not allowed to use the knife coins to facilitate the public." This free economic proposition is very close to the principle of later generations: that is, the government can only obtain resources to provide public goods at the form of appropriate tax rates, rather than operating general business.
It is precisely this way of leaving room for you that you can be more in line with His Majesty Li Er's principle of "not competing for profit for the people" and that you can also be approved by His Majesty Li Er.
Of course, the specific operation is still relatively complicated, it requires brainstorming, the power of the government needs to be used, and the ministers need to discuss and pass.
The key is that Xu Qilin analyzed it clearly that tea is not only for making money, but also for controlling the nomadic peoples. The long-term plan to rise to national safety will not be so great resistance to implementation.
"I will draft a detailed memorial for advice, and I will submit it to the department for discussion and implementation." His Majesty Li Er was ecstatic, but his face did not show it much. He even teased in a tone of dissatisfaction: "You kid, just think of a ghost idea, and leave it to others for a while. I'm lazy!"
Xu Qilin smiled and said, "Your Majesty knows that the weak ministers are lazy, and they are extremely wise."
His Majesty Li Er snorted, and was helpless towards this lazy boy. He then started to cause other problems, "Are you studying wool textiles? Why are you not doing your job and getting tea?"
Xu Qilin hurriedly got up, walked to the wooden shelf next to him, took two wooden boxes, placed them on the table, and opened them for His Majesty Li Er to watch.
"This is the wool obtained through the processes of washing, removing miscellaneous materials, combing and other processes." Xu Qilin pointed and said, "From the appearance, I don't know which one is better and which one is better for spinning and weaving?"
His Majesty Li Er reached out and grabbed a trouble, twisted and tore it, and put it under his nose and smelled it, saying, "In other words, the first phase has been successfully developed, and the next is the experiment of spinning and weaving?"
"That's right." Xu Qilin said: "Weichen has sent people to find a woman who can work on the spinning and weaving. While experimenting with textiles, we can transform machinery. It is estimated that the results will be achieved soon."
"It's hard to find a few Weaver Girls?" His Majesty Li Er glared at Xu Qilin and said, "I think you are just lazy and procrastinating."
As he said that, His Majesty Li Er called the guards outside the door in and ordered him to go to the Yeting Palace and asked the Yeting Bureau to select a few female workers with good textile skills and bring the textile machinery to come over quickly.
The predecessor of Yeting was the "Yongxiang" in the Western Han Dynasty. After the death of Emperor Gaozu of Han, Empress Lu imprisoned the once most favored Concubine Qi here, and asked her to pound rice every day. Later, she sent someone to make it into a human pig.
Later, Emperor Wu of Han changed "Yongxiang" to "Yeting", and this title was used until the Tang Dynasty.
In the Tang Dynasty, Yeting was the place where palace maids lived, and was also responsible for detaining guilty concubines, princesses, and wives and daughters of criminal officials who were detained.
The Yeting Bureau is a specialized institution responsible for managing the Yeting. It usually has two orders, two chiefs, and several palace doctors. In addition, some female palace officials will be promoted to participate in the management, and they have a relatively high status among the palace servants.
The slaves who were deprived of the family were first registered by the Ministry of Justice and then assigned to the Sinong Temple. According to their skills, the Sinong Temple then assigned them to the Yeting Temple, and those who could sing and dance were assigned to the Taile Administration and the Jiaofang.
Those female slaves who were deprived were mainly responsible for various chores in the palace, such as cleaning and pounding rice; those with skills could raise silkworms, draw silk, weave cloth, sew clothes, etc. in the silkworms of the Eunuchs' Province.
Many of the clothes worn by the harem were from female slaves in the Yeting Temple, which shows that many of them were skilled craftsmen and superb skills.
It’s not that Xu Qilin had never had the idea of a female slave in the Yeting Palace. If he set up a weaving workshop, he would be ready-made textile workers. His Majesty Li Er spoke first, saving him more from his lips and tongue.
While the guards went to Yeting Palace to find someone, Xu Qilin took a set of tea sets and a box of health tea from the shelf and sent it to His Holiness Li Er.
"This is what I am dedicated to Your Majesty." Xu Qilin said with a smile: "The so-called: If you have something to do, you will do it. If Your Majesty drinks tea, it will be of great benefit to promoting tea."
His Majesty Li Er smiled and said helplessly: "Forget it, I will help you."
What does it mean to help me? This is related to whether your small treasury is full!
Xu Qilin laughed dryly, opened the tea box again, and said, "My teacher suffers from qi disease, so he makes his own health care tea, and takes it every day, and does not commit it for many years. I remember the prescription and I offer it to Your Majesty. I wish Your Majesty good health, this is the blessing of the country and the people."
His Majesty Li Er had a slightly jaw-like head, and his face showed a look of relief. After taking the prescription, it was very simple. Murasu leaves, ginkgo leaves, chrysanthemums, wolfberry, cassia seeds, and brewing water can nourish the liver and kidneys, improve eyesight, and lower blood pressure and unblock blood vessels.
His Majesty Li Er put the prescription into the tea box, sighed, and said, "I have anger and I should not get wet, so I will start to get angry. Qi Lin is determined."
Hum? His Majesty Li Er suddenly saw that there was a piece of silk-like item in the lid of the tea box, and he couldn't help but look at Xu Qilin with a look of confusion.
Xu Qilin hurriedly reached out and took out the silk, spread it on the table, and said, "This is the "Clean Mantra" taught by the family master. It can be recited frequently to clear the mind and calm the mind, eliminate troubles and stop evil."
His Majesty Li Er drooped his eyes and saw that the silk read: "A clear heart is like water, and clear water is the heart. The breeze does not rise, and the waves are not shocked. Sitting alone in the bamboo grove, roaring and singing the zither. My heart has no orifices, and the way of heaven rewards hard work. My righteousness is solemn, and ghosts are all shocked. My affection is overflowing, and the heaven and earth return to my heart. My ambition is high, and the wind is born. The sky is high and the earth is vast, and the flowing water flows. Freshly treat the root cause, and the straight way is to seek the body. The ultimate nature is the best, and the great way is natural."
