520 Shihou 2

Zuo Huyun is 55 years old this year, and he is 58 years old. In this era when his average life expectancy is less than 40, he is already considered an old man.

Both of them had seen the last glory of the Great Zhou in Jiangbei, and they had also seen the final end of the Western Army, which was leaned by the imperial court as the Great Wall, followed by the boundless darkness for more than ten years.

During that period, Tartars could bully the Han people at will, and the most powerful Shihou family was just a tax collector who helped the Mongolians collect taxes and oppress local villagers.

However, over time, they gradually adapted to this breathless darkness. On the contrary, they even began to fear that someone could break this darkness - because heroes who have the ability to break the darkness do not need taxpayers who can only exist in the darkness.

This mentality may also explain why the eighth-generation marquis dared to assemble more than 100,000 people to act like a decisive battle with the Qi army, but did not dare to use the same attitude to oppose the Mongols or Jurchens.

"Only two of you are here, are you trying to be blushing and white-faced?"

Xu Shiyang smiled at Zuo and Zhe's heads said:

"No need, really, the conditions have been told to you. If you don't accept it, join the group of people opposite me? I don't actually mind."

The opposition jumped out at once and looked for death, which is much better than joining you on the surface and then not committing big evils every day and constantly disgusting you.

"Your Highness is such a bad word."

Zuo Huyun said with a smile:

"Although Mengwu Khan did give us all the titles of Shihou, and the world called us together, in fact, our Shihou of Shaanxi Province and Shihou of Jin Province are still somewhat different."

Xu Shiyang sneered and asked, "Haha, where is the difference?"

"When the Marquis of Jin Province surrendered to Mengwu, the Great Zhou had not moved south yet."

Zuo Huyun explained:

"The Eight Great Masters were able to get up because they colluded with the grassland very early and smuggled iron, grain and salt from the Mongolians in exchange for the stolen gold, silver and wealth."

"Most of our Shanxihoushou was a general of the Western Army at that time. Before the Great Zhou moved south, the northwest suffered several major defeats. Our six families had children and nephews sacrificed their lives for the country. If we counted further, whether it was the Great Zhou or the previous dynasty, our six families had ancestors who died in battle."

Zhe Kexing also said:

"The reason why my Zhe family is called the Marquis of Han Army is because we have been loyal to the Han Dynasty for hundreds of years, so we also regard ourselves as Han people."

Xu Shiyang looked at Zuo Helin and Zhe Keshi, who were standing behind the two old men with a smile.

These two boys seemed to have figured out his temper, so they played the emotional card as soon as they came.

And this hand is really effective, at least Xu Shiyang can understand them a little.

"We have no choice but to accept the title of the Mongwu people as the Marquis of the World."

Zuo Huyun continued:

"Your Highness, you are from Qi Province. How many people are there before Qi State rises?"

Xu Shiyang did not answer with a cold face, and Zuo Huyun did not wait for the answer.

"Can there be one or two million people? I probably don't."

"But do you know how many people there are in Shaanxi Province now? There are less than one million households! They are households!"

"We don't accept the title of the Tartars. Do we let the Tartars harm Shaanxi Province like Qi Province, with a population of less than ten?"

"I feel sorry for our six families for hundreds of years of fighting for the country. They ask themselves that they are worthy of the court, but they are ashamed of the people of Shaanxi Province who gave birth to us and raised us. We lost in the war. This is not as good as people. But even if we sacrifice the reputation of each family, we have to do everything we can to save more people!"

"According to your opinion, I should not only not punish you, but even reward you?"

"I dare not, I said so much, just to express the feelings of our Shaanxi Provincial General Family."

Zhe Kexing secretly replaced the title of Shihou of Han Army with a family of generals, as if implying that they would rather want the generals of the Central Plains dynasty than the Shihou of the Mengwu people.

"Oh? Is it? Then I have heard your thoughts."

Xu Shiyang asked with a sneer:

"Do you choose to go back and summon troops to join the Shihou of Jin to be enemies with me, or accept my ultimatum to be loyal to Qi?"

“We are willing to choose allegiance.”

Zuo Huyun said:

"I just hope that His Highness the Crown Prince will allow us to keep some children. After all, Shaanxi Province is very dangerous. There is Mengwu to the north and Dangxiang to the west..."

"Qi Jun can protect your safety."

Xu Shiyang interrupted him:

"It is not allowed to retain Han slaves. It is an iron law that the Han will not be slaves! No one can violate it!"

"But, after you said so much, I won't make any concessions, making it seem like my Daqi wants to embezzle the property of the heroes of the people."

"Let me do this, I'll relax the conditions for you, listen..."

The original conditions for Qi State to give Shanhou of Shaanxi Province were:

First, the original requirement of Qi State was that each family was allowed to retain only one hundred people as the upper limit of guards, which could be relaxed. The number of Shihou was willing to recruit would be as much as they could afford it.

However, this is also limited!

The restrictions are:

Guards above civilians are limited to thirty people, which means that except for their own nephews, each family legally owns guns and guards only have thirty people!

Also, Qi State does not accept the concept of having children for a family. Common people are civilians, and there is a minimum monthly labor salary standard for working for Shihou family. In other words, the family must pay people a salary, and they also have the freedom not to give you the rest of their work.

This is actually complementary to the second condition at that time.

The Han Dynasty is not a slave, which is still an iron rule, but relatively speaking, it is not a Han Dynasty who can be a slave.

If the Marquis of Shi were capable, they could find a way to capture slaves from either the grassland or the Dangxiang or the Western Regions or other places. As long as they were not Han people, no matter how many men, women, young and old, they would all be allowed to do so.

But private slavery also has to pay taxes. If you forget to pay, you will have to confiscate slaves.

The third and fourth points of Qi's conditions were merged and implemented last time. Xu Shiyang's concession was to allow Shihou to sell part of the land to Qi at a reasonable price, rather than to directly annex the land as requested last time.

Of course, this reasonable price cannot be too high. Qi State allows them to invest in some industrial industries in Qi State using this as capital.

The same is true for the various usury loans that ordinary people in Shaanxi Province have owed before.

Moreover, which land in Shaanxi Province belonged to the Shihou family and those debts could be recognized by Qi State, must wait for the review and investigation team of the Ministry of Revenue and the Ministry of Justice of Qi State before it can be determined.

Article 5: Still no discounts. After all, legal issues are the bottom line. If Xu Shiyang does not want a group of warlords, he cannot allow them to have any judicial authority.

Moreover, Xu Shiyang temporarily added a sixth article, that is, the Shihou of Shaanxi Province must accept the arrangements of the Qi government - Zuo Huyun Zhe Kexing said it very nicely, but it cannot be believed in it all. After all, the Shihou of Shanxi Province and Shaanxi Province have joined forces to keep warm, and the relatives of each other are endless.
