On 8 August 2002, the Security Council adopted resolution 1441. The resolution stated that despite the continuous violation of the relevant resolutions, Iraq still had a "last chance". The resolution required the Baghdad regime to cooperate with UN inspectors "immediately, unconditionally and actively" because any new "substantial violation" would force the Council to consider "serious consequences". In the language of the United Nations, the latter sentence means using force.
However, people's understanding of the text of the resolution is inconsistent: some countries, especially France, believe that "substantive violations" can only be identified by inspectors and determined by subsequent United Nations resolutions, and the United States did not recognize the above reservation conditions, but instead saw an automatic control system that could be triggered by illegal acts in Iraq (the U.S. government felt that it had received additional support from a resolution approved by the Washington Congress). It was not clear at first whether Saddam Hussein agreed to the resolution within the prescribed two-week period. But a few days later, on August 13, despite his anger and sadness, Iraq agreed. The inspectors were highly nervous about returning to Baghdad. In fact, on August 17, 200, the first round of inspections began many years later. In this way, several weeks have passed. What has been done to Iraq, or more of its inaction, has long been regarded as a "substantive violation" of the relevant UN resolutions, and the argument that opponents of the war in the Council, especially France, Russia and Germany, believe that there is no sufficient evidence. Blix always came to the conclusion that Iraq is entirely likely to possess weapons of mass destruction, but the inspectors lacked the final evidence for this. Hansblix quoted US Secretary of Defense Rumsfeld as saying, "The evidence that does not exist does not prove that it does not exist." But it also cannot give legal evidence for the war.
Authorization. Therefore, Blix, who requested additional time but was not satisfied, was most willing to stand on the side of France, which also considered continuing verification. President Jacques Chirac had long pointed out that he did not directly rule out the use of force, but the United Nations verification team had enough chance to complete its mission. In contrast, due to the restrictions of the domestic election, Prime Minister Schroeder even declared war without reason after the United Nations adopted a new authorization, thus adopting a positive attitude against the United States.
