The second year of Hongwu was the first large-scale tax exemption for land in the early Ming Dynasty. In the following three, four, and nine years, he also successively exempted taxes in Yingtian, Henan, Beiping, Shandong, Jiangxi, Liangzhe and other places. By the 24th year of Hongwu, the land in the world had reached 4 million hectares. After the efforts of the Hongwu period, social production gradually recovered and developed, which was known in history as the "Governance of Hongwu".

Ming Taizu also cherished the people's strength very much and advocated frugality. Driven by his measures, farmers' enthusiasm for production increased. In the early Ming Dynasty, agriculture developed rapidly, and the ruined rural scene in the late Yuan Dynasty was improved. The recovery and development of agricultural production promoted the development of handicrafts and commerce in the Ming Dynasty. Ming Taizu's rest and recuperation policy consolidated the rule of the Ming Dynasty, stabilized the lives of farmers, and promoted production development.
