In May, with the launch of elite 111th Division and other units, the Kuomintang army severely damaged Lin Biao's troops in Siping, and chased them from the entire Liaobei to the Songhua River to approach Harbin.

At this time, Du Peng, the commander of the 111th Division, fought three times with the Communist Party troops in Changchun, Siping and other places, with two wins and one draw, and still maintained the myth of unbeaten by the 111th Division.

On May 1, Zhou Enlai negotiated with the Kuomintang representatives and demanded that the National Government lift the siege to prevent the coming civil war. On May 5, Zhou Enlai flew to Wuhan to negotiate.

On May 6, he went to the area where the Central Plains troops were located with the Kuomintang and arrived at Xuanhuadian on the 8th. On May 10, Zhou Enlai signed the Hankou Agreement with the Kuomintang and the US representatives to stop the war in the Central Plains. However, the siege was not lifted.

In early June, General Marshall mediated and the Kuomintang issued a June armistice order, and the armistice ended on June 26.

On May 2, 1946, Mao Zedong replied to the Central Plains troops: "When attacking stubbornly, fight a few battles on the spot and do not leave easily, so as to avoid the invasion of the enemy's provocation and self-defeat. The policy of breaking west is very good."

On May 29, Mao instructed all military regions to "fully prepare for a large-scale attack against the Kuomintang."

On June 1, Mao Zedong telegraphed the Central Plains troops: "The attitude of the United States and Chiang Kai-shek is extremely bad to me, and a comprehensive civil war is inevitable." "We must prepare to deal with enemy attacks and breakthroughs." On June 19, Mao sent the Central Plains troops to prepare to break out north.

On June 22, Mao asked the Chinese Communist troops in the Taihang Mountains and Shandong to advance south and cooperate with the Central Plains troops to break through. On June 23, Mao Zedong ordered the Central Plains troops to "agree to break through immediately, the faster the better, and do not have any concerns, survival first and victory first."

During this period, the Central Plains Military Region of the Communist Party of China made a number of preparations for breakthroughs, including demobilization of 10,000 people, transferring nearly 1,000 wounded and sick people, and disguising a large number of cadres to North China and other places.

On June 10, 1946, Chiang Kai-shek issued a secret order from Nanjing: asking Liu Zhi to "strictly monitor the activities of the Communist Army and stand by to attack."

On June 14, Chiang Kai-shek sent a telegram to Cheng Qian to "(I) dispatch all troops outside the Henan-Hubei-Anhui border region to tightly block the Communist army, attack in a separate way, and annihilate all the Communist troops in the Central Plains; (II) In order to avoid the Communist Party’s accusations and the embarrassment of the US mediation, the troops under the Wuhan camp were ordered to be under the command of the Zhengzhou Pacification Office."

On June 20, Liu Zhi reported the encirclement and suppression plan to Chiang Kai-shek, and divided Pinghan Road into three "encirclement and suppression areas".

Chiang Kai-shek ordered the Kuomintang army to prepare for a general attack on July 1, and to encircle and annihilate the Communist Army of the Central Plains within 24 hours.
