Chapter 388 WHO

Under the personal supervision of Chairman Chen Ning, the conventional drug production line of "Starry Sky Pharmaceutical" began to produce test reagents for M series bacteria day and night. With Chen Ning's consent, Chen Hongsheng reactivated two automatic drug production lines that were discontinued to speed up the production of reagents.

By 8:00 this morning, a total of 1.5 million M series detection reagents were produced. Then, the first batch of 1 million detection reagents were transported to the Fengjing Military Region military airport under the escort of the Fengjing Military Region Special Forces, and then divided into 32 pieces to the military airports of 32 provincial administrative regions in China.

After arriving at the destination, the batch of reagents were split into several parts and rushed to civil airports, docks, and medical units that track recent incoming people from Japan and their close contacts.

When this batch of reagents were delivered to the frontline medical staff, at this moment, China's prevention and control of M-series bacteria was truly on track. Incoming personnel who tested negative for three hours were discharged from isolation and returned home to reunite with their families.

By 12 noon, a total of 21 cases of M-series carriers with M-series bacteria positive were detected by air ports and seaport customs across the country. These personnel were immediately sent to isolated islands established by fully armed chemical defense soldiers to various provinces, cities and autonomous regions for isolation and observation.

In the tracking of incoming personnel in the early stage of the port closure, seven cases of M-series carriers were found, involving five cities, the State Council and the Central Military Commission, in accordance with the relevant provisions of the "Regulations on the Handling of Emergency Health Incidents", decided to implement military control in these five cities. All citizens must stay at home within three days and are prohibited from going out. Except for public institutions such as water supply, power supply, gas, and fire protection, all other social production and social activities will be stopped. Food and vegetables will be sent to each community by the armed police and the army, and will be distributed by full-time personnel in each community.

The national health department transferred a large number of professionals from China to conduct a comprehensive investigation of people who had close contact with bacteria carriers in five cities within these three days, including those who appeared in closed places with these seven people during this period.

For a time, the country was in panic. Not only were the people in extreme panic, but the National Health Organization and the country's leaders were also in high tension. The emergence of M series of bacteria in China means that the bacteria had spread to the whole world, and China was not spared.

So far, medical research institutions and pharmaceutical factories across the country have been doing their best to study anti-drugs for M series bacteria, but none of them have a clue yet. The possibility of finding results before a large-scale outbreak of bacteria is very small.

The Chinese government has applied to the World Health Organization, requesting medical research institutions in developed countries to enter the research work of M series bacteria as soon as possible, hoping that research work can make breakthroughs in the shortest possible time to benefit all mankind.

Although China took the lead in taking high-pressure measures to prevent the spread of bacteria, it could only ultimately delay the invasion of M-series bacteria on China. It is a delusion to avoid this disaster. As long as there is a fish that misses the net, the entire country will face a catastrophe.

What is most sad is that at present, only the Chinese government has realized that if antibiotics that are effective against M-series bacteria cannot be developed in time, the world will face the biggest crisis in history.

The Chinese government is making every effort to prevent the spread of bacteria and study antibiotics, but what is the world doing?

At 17 o'clock yesterday, the Ministry of Health of China informed the World Health Organization and the International Red Cross that the new M-series bacteria found in Japan were on the verge of an outbreak and provided all experimental data to the two organizations.

The notification materials from the Ministry of Health of China were handed over to Lawrence, Director of the World Health Organization Secretariat, at 19 p.m. in Geneva, Switzerland.

At that time, the Secretariat was holding a regular afternoon meeting to study medical assistance projects for African countries. When the confidential secretary delivered the emergency notification from the Ministry of Health of China to Lawrence, he looked at the briefly, and handed it over to the French deputy director of the Secretariat sitting at his head, Argenon, and then smiled and said to the people in the conference room:

"The Chinese health department has long enough hands to reach Japan. They claim that a new type of bacteria has been found in Japan and may break out on a large scale at any time. Gentlemen, ladies. Have anyone received a notice from the Japanese Health Organization about the new type of bacteria?"

Everyone looked at each other, but no one said they had received a notice from Japan.

Mahmoud Ali, the head of the Asian Prevention Coordination Center, said:

"Mr. Lawrence, since the emergence of Star Pharmaceuticals in China, it seems that it is a trend to become a leader in the world's pharmaceutical field. They are looking for and discovering new bacteria. This is an example of their efforts, but they are motivated and willing to contribute to the world's medical cause. Is this a good thing? We should support it."

Everyone nodded in agreement. Since "Starry Sky Pharmaceutical" stood at the highest point in the world's pharmaceutical field due to "probiotics", the World Health Organization has been under pressure from all sides.

On the one hand, the emergence of new and special-effect drugs in "Starry Sky Pharmaceutical" is a great challenge to the World Health Organization, controlled by Western medical institutions and drug research and manufacturing companies. In particular, the economic interests of major pharmaceutical companies represented by the World Health Organization have been greatly impacted, and the profit margins have dropped significantly compared with last year. Some companies that have invested heavily in researching cancer and kidney disease drugs are facing the risk of bankruptcy. These pharmaceutical companies hope that the World Health Organization will restrict "Starry Sky Pharmaceutical" from entering the Western drug market.

On the other hand, the people's expectations have put huge pressure on governments of various countries, and the demand for "probiotics" and "shenkang" has continued to increase. The World Health Organization in demand for the World Health Organization has come forward and persuaded the Chinese government and "Starry Pharmaceutical" to supply "probiotics" and "shenkang" to the world is getting higher and higher. The World Health Organization has failed after many efforts. It has made countries around the world increasingly skeptical about the coordination ability of the World Health Organization.

The World Health Organization negotiated with the Chinese government in this contradiction and entanglement. Although they asked the Chinese government and "Starry Pharmaceutical" on the one hand, they also tended to be bad and disgusted with the Chinese health department and "Starry Pharmaceutical" on the other hand.

Today, Lawrence's attitude towards the Chinese health department is the vent of the resentment that has accumulated in their hearts over the past few months.

The members of the secretariat here disagreed with Ali's words. Some people began to list some practices of "Starry Sky Pharmaceutical" that violated the World Health Organization's constitution and made severe criticisms of "Starry Sky Pharmaceutical", pointing out that this was an extremely dangerous precedent.

They threw the discovery of new highly pathogenic bacteria in China aside and did not pay enough attention. This is true, because there is no large-scale outbreak of such diseases in Japan, and dozens of cases of new viruses and bacteria reported to the World Health Organization every month. The members of the Secretariat here have become accustomed to it and think that the report of China is nothing more than this.

Algeron did not join their discussion, but carefully read the China report and carefully checked the experimental data in the appendix of the notice, and then he said worriedly:

"Dear gentlemen and ladies, the notice of the discovery of new bacteria by the Ministry of Health of China not only provides the basic characteristics of the bacteria, but also conducted large-scale experiments on the bacteria and provided us with detailed experimental data, which can be confirmed that they have put a lot of effort into this M-series bacteria and given various possibilities. Judging from their experimental data, this bacteria poses a real threat to today's society.

So I suggest that, first, we should inform all member states of China about their discoveries and provide prevention warnings to all countries, so that all countries can pay attention to preventing the possible harm caused by the bacteria. Second, we should send a research team to Japan to collect bacteria samples, further confirm the warnings raised by China. We should determine the degree of harm and propose countermeasures. Third, we should focus on warnings to the Japanese health department, conduct necessary investigations and research on the bacteria, and cooperate with the World Health Organization to find effective treatment plans."

Seeing Algernon's cautious statement, Lawrence also turned the topic from accusing "Starry Pharmaceutical" to the Chinese government's notice and put away his joking expression. He ordered the meeting secretary to place the documents on the large screen and let all participants watch it together. It doesn't matter if this serious look, and the sweat on Lawrence's head fell. If, according to the Chinese Ministry of Health, the pathogenic mortality rate may be higher than that of any new type of bacteria in the past, which would be very serious.

After all the attendees read the documents, Lawrence also became cautious, he said:

"We need to determine the nature of this bacteria as soon as possible. It is necessary to go to Japan. I suggest that we report to the Executive Committee and the Director-General immediately. Before this, we must do our work well. Now let's vote on Mr. Algeron's opinion."

All the heads of various departments of the Secretariat present raised their hands to agree.

Lawrence said after all participants passed Algernon's suggestion:

"All departments seize the time to do their own work and convey the warnings of M bacteria raised by China to all member states. For the expert group to Japan, I suggest that Mr. Alejenon lead the team, and the members of the expert group required will be given by Mr. Alejenon. I advocate that the expert group should absorb one or two bacteriology experts from China who have participated in the early M bacteria experiments. The invitation letter will be sent by the Secretariat to strive to make the trip as soon as possible."
