Chapter 10189: Hire Eastern Warriors

"In the past year, hundreds of warrior rebellions, big or small, broke out in Japan. There were as many as thousands of people in large scale, and only dozens of people in small scale. The source of these turmoil is almost all because after their salary was deprived, they could not find a suitable job to make a living, and were unwilling to lower their living standards. They soon became poor and had to fight against the government, wanting to restore their former samurai privileges."

At the meeting of the Six Ministry, people from the Ministry of War pointed to a hanging topographic map of the Japanese province.

After the establishment of the Japanese province, the Ministry of Works has been ordered to explore and draw local maps.

The Ministry of War, different from the Ministry of War, is responsible for the management of the public security forces in various provinces, and is deprived of the power to mobilize the standing army and becomes an institution for maintaining public order.

"In order to obtain the foundation of rule in the local area, we compensated the Western Daming and some upper-class warriors. However, the largest number of middle- and lower-class warriors, the Eastern Daming became victims. Many middle- and lower-class warriors became ronin and disrupted social security. We may need to find a vent for them, otherwise the public security issue will still become the biggest problem in the Japanese province in the next few years, and we will spend more than 200,000 taels every year." Officials of the Ministry of War held the report of Japanese Sheriff Zhang Yuan.

"During the turmoil in the past year, more than 700 security soldiers in the security forces were killed, more than 2,000 injured, more than 5,000 prisoners of samurai and ronin were seized, more than 3,000 illegally hidden samurai swords, 500 iron cannons, and 4 artillery pieces were seized."

The senior officials present were somewhat shocked when they heard the data reported from the Japanese province.

If you can save 200,000 taels every year, it will be equivalent to adding several warships to the fleet.

"In my opinion, more than 5,000 captured samurai and ronin can be used as cheap labor force, and they can be punished to build ports, houses, roads, and mines to make up for the silver we invested in quelling the rebellion every year with the benefits generated by the prisoners." Officials of the Ministry of Revenue were extremely concerned about the matter of silver, so they asked the prisoners and ronin to work.

It is not uncommon for them to regard prisoners as laborers.

Captives who cost almost no cost are the cheapest labor force.

"Passively waiting for the rebellion and then turning the prisoners into labor is certainly a good way to make up for annual expenditures. But I think we can take the initiative to take advantage of the rebelliousness of the warriors and ronin to actively provide them with venting. Haven't they been fighting for more than a hundred years, and don't they really like to fight for strength and fight? Then call them to fight in Southeast Asia."

"The Nanyang Province is fighting against Aceh, and the Mazda and the Blue Kingdoms are fighting several indigenous Sudan countries. Our artillery and fleets are invincible on the sea and on the coast. The cities of Malacca and Batavia are firmly in our hands. But they often appear in the jungle and attack our plantations. In the jungle and swamp, tropical malaria is raging, so our officers and soldiers' firearms are greatly affected and cannot achieve their greatest effect. In the jungle and the indigenous people, the disease fights have caused our soldiers to suffer heavy losses."

"The Nanyang Province therefore applied to the Ministry of War and the Ministry to hire a group of Japanese warriors to join the war. Japanese warriors have been fighting for more than a hundred years, often hanging their heads on their belts. The employment cost is low, even the Netherlands merchants are willing to hire them to protect goods and fight hand-to-hand with the indigenous people."

"It is better to recruit 3,000 samurai and ronin from Japan to Java to assist local troops in attacking Madalansu Dan Kingdom. This will not only allow the samurai's energy to be vented, but also alleviate the invasion of the Madalan Kingdom's plantations. We have recently set up a lot of rubber plantations in the local area, and then transported the rubber from the South Ocean to various cities along the southeast coast. The invasion of Batavian plantations by the emerging kingdom on Java Island has caused a headache for our troops in the South Ocean."

Chu Yun proposed a proposal to recruit Japanese warriors to participate in the war on Java Island.

It’s cheap, and a large number of ronin are considered specialties of Japan. After the abolition of the samurai system, a large group of samurai who have no other skills and are unwilling to do physical work became ronin, causing trouble.

Therefore, Chu Yun planned to send these ronin to Java Island and other places to engage in hand-to-hand combat.

"The cost of hiring a ronin is only one-quarter of our regular soldiers, and I will discuss it!" After calculating the cost, the officials of the Ministry of Revenue took the lead in agreeing to the resolution to form the Japanese ronin mercenary.

In melee battles in the jungle, the role of a standing army soldier of the Jiuzhou Army is definitely not as good as that of four ronin. Instead of using expensive standing army, it is better to recruit cheap ronin to fight hand-to-hand combat, while the standing army uses muskets and artillery for long-range support.

Officials from the rest of the empire passed this proposal that could alleviate the problems of Japan and Nanyang provinces at the same time.

"The next issue is the management of overseas strongholds. At present, our provinces in one capital and twenty-one has determined to list these places as local and implement management policies similar to those in the local area. In addition to the provinces in one capital and twenty-one, we have several scattered strongholds in North America, Oceania, India and the West. These strongholds are different from the Nanyang Islands. There are many overseas Chinese on the Nanyang Islands that can assist us in management, and they are closer to our local area."

"On the contrary, the strongholds in other places are too far away from our local continent, and we only have a few hundred people in the local area. It would be a bit of a big deal if we use provincial systems to manage them."

Officials raised another big question: Currently, overseas strongholds are divided into two modes: North America, Oceania's colonial model, Kingsoft Town and Tianji City. Another is the factory model established in India and Europe.

"For Jinshan Town, Tianji City is set up in the New World and has no national stronghold. One plan is to appoint the Governor, and the Governor formulates a management plan according to local conditions. The Governor must submit a job report to the military leader every year and be appointed by the military leader himself. In the old world, we are managed by the places occupied by the existing kingdom, and we use the form of a company. The executive director is actually the Governor and only needs to be responsible to their respective shareholders. Our government is the largest shareholder of the East India Company and the Western Company, so we have the right to directly replace the executive director."

"Do you have any good opinions?" asked the senior official of the Ministry of Personnel who was in charge of this matter.

"When it comes to East India Company, the report received by East India Company has been reviewed. How can we do about organizing a fleet to go to Mughals and expanding the scope of trade in India?" Chu Yun asked about East India Company.
