This gorgeous text is a description of the Eight Rivers surrounding Chang'an.

The seven rivers all flow into the Wei River, and finally the Wei River flows into the Yellow River.

Therefore, Guanzhong is roughly centered on the Weishui River and is divided into northern and southern parts.
