Chapter 2 Prepare for War

When Downing Street rejected the proposal of Hamaguchi's cabinet and refused to hand over Zhang Meng to the Japanese Police Department back to Japan, Hamaguchi Yuki was a little surprised. Unexpectedly, the British government would reject the Japanese government's demands for an inconspicuous small country.

At first, Yuyu Hamaguchi thought it was just a good face for the British government, and that it would be enough to give them enough steps. Therefore, he once again made a request to the British government as the Prime Minister of the Cabinet. This time he even asked the Japanese Police Department to forge the "evidence" of Zhang Meng robbing Japanese banks in Hong Kong, Shanghai and Tokyo.

This evidence is only based on the investigation report handed over to Kamei by Luo Shanshan. There is no conclusive evidence that Zhang Meng and his subordinates robbed Japanese banks, but after careful reasoning, 70% of Zhang Meng's methods of committing the crime. Although there is no direct evidence, the Japanese Police Department determined that it was Zhang Meng's actions, so they directly forged the so-called "evidence" based on Luo Shanshan's reasoning report.

With the so-called conclusive "evidence" in his hands, Yuyu Hamaguchi once again made solemn representations to the British government, demanding that the British government hand over Zhang Meng to the Japanese government for handling.

At the same time, Yuyuki Hamaguchi had reached the brink of intensification because of the conflict with the Japanese military on the actual implementation of the treaty after the signing of the London Naval Armistice Treaty. Yuyuki Hamaguchi's cabinet supported the conclusion of the treaty in order to reduce financial pressure, but the Japanese military had always opposed the conclusion of the treaty in order to maintain maritime hegemony and the core interests of the military-industrial chaebols, and took practical actions to prevent the Japanese government from dismantling warships and lowering the standards for production of treaty warships. When the two sides were quarreling, Yuyuki Hamaguchi suddenly used the Japanese emperor to put pressure on the Japanese military to forcibly implement the content of the treaty, which greatly touched the nerves of the Japanese military.

In order to divert the attention of the Japanese military, Hamaguchi Yuyuki, who had been assassinated once, made solemn representations to the British government, and also expressed his position on the issue of the subsequent implementation of the London Navy Treaty. If the British government does not agree with Yuyuki Hamaguchi's conditions, the Japanese government will be unable to prevent the military from severing the treaty, because the Japanese military is under the Emperor and is not under the control of the Japanese government.

Yuyuki Hamaguchi was still directly negotiating with the British government. He still looked down on the Tang Empire, thinking that as long as the British nodded in agreement, Zhang Meng had to submit to the Tang Empire to avoid retaliation from Japan.

He obviously made a wrong judgment!

Because Zhang Meng could not sit still and wait for death.

On the contrary, Yuyuki Hamaguchi really made Zhang Meng angry this time.

For Zhang Meng, he will beat whoever provokes him, and he will never be ruthless.

Downing Street in England suddenly became silent on the two issues of the so-called "conclusive evidence" against the Japanese and the threat of refusal to implement the London Naval Arms Restriction Treaty.

Just like Yuyuki Hamaguchi's judgment, the British colluded with the United States to formulate the London Navy Treaty in order to reduce their financial expenditure pressure and weaken the Japanese naval power. On this issue, the British Parliament held a heated discussion. Between personal interests, face and national interests, the British finally chose to stay out of the matter to solve this difficult problem.

The British Foreign Ministry immediately declared to the Japanese government that they had authorized and recognized the Tang Empire's independent foreign policy, and that the issue of Zhang Meng should be resolved by consultation between the Japanese and Tang Empire governments. The British government will serve as a mediation party to strive for the purpose of reconciliation between the Japanese and Tang sides.

Afterwards, British Prime Minister McDonald called Zhang Meng again in his private name. On the phone, McDonald defended and comforted Zhang Meng as much as possible, and claimed that he would never support the Japanese government's forced search for Zhang Meng to go to Japan for trial, hoping that Zhang Meng could persist until the Japanese military officially implemented the London Naval Treaty and dismantled all warships over the standard.

Zhang Meng understood that Britain's maritime military power was shrinking globally. If Japan could not be forced to implement the London Navy Treaty, then the Japanese Navy in the Pacific region would unscrupulously impact Britain's interests. In the face of the core interests of the country, the British would of course choose to sacrifice Zhang Meng.

From MacDonald's words, Zhang Meng got a signal that the British government will no longer stimulate Japan before Japan actually fulfilled the London Navy Treaty. In other words, the British will turn a blind eye to whatever means the Japanese Hamaguchi Yuki Cabinet will take to Zhang Meng.

Zhang Meng knew that although Japan signed the London Navy Treaty, the Japanese military had actually delayed the implementation of the actual content of the treaty. They even carried out a second assassination operation against the chattering Yuyuki Hamaguchi to kill him. It was not until after the September 18th Incident that Japan faced tremendous pressure from Western countries such as Britain and the United States that it was forced to make concessions to implement the treaty to appease the countries.

At this time, there are still 4 months left before the September 18th Incident. These 4 months are quite dangerous for Zhang Meng and the entire Tang Empire, because Britain could not help at all during this period.

In order to deal with the extreme measures that the Japanese devils would take against Zhang Meng himself or the Tang Empire, Zhang Meng had to step up his military training.

Because the Tang Empire lacks strategic depth, Zhang Meng must strengthen the naval and air force and block the Japanese army away from the local area. At least he cannot expose the land of the Tang Empire to the range of the Japanese navy and air force.

Before, Zhang Meng had already covered the 200 nautical miles of waters around the Tang Empire as a barrier. At this time, for security reasons, Zhang Meng further purchased more than 10,000 PD29 mines from the UK to strengthen the minefield range and minefield density in the surrounding waters, making it difficult for Japanese naval warships to get close to the local coastline of the Tang Empire.

Regarding Zhang Meng's concerns, MacDonald expressed his understanding that the convenience provided in the purchase quantity of PD29 mines and the reduction of the price, the half-sell and half-delivery method was urgently delivered to the Tang Empire.

The PD29 mine was used by the British Navy to blockade the German high seas fleet during World War I. It was low in cost and suitable for large-scale deployment. It has very good results and is generally difficult to eliminate. Until the outbreak of World War II, there was no mine with a very high cost performance. It was also very cost-effective. It was not as good as the price-performance ratio of the mine. The British Navy had a large inventory and could immediately supply it to the Tang Empire.

The newly drawn mine protection zone is three times the area of the original mine protection zone. The two together have nearly two mines, which completely protects the three archipelagos of the Tang Empire. The waterway is also set as a military secret and handed over to the military to directly control it to prevent Japanese ships from approaching reconnaissance.

At this time, the Royal Navy of the Tang Empire had been officially established. It includes six Leander-class light cruisers temporarily leased from the British Royal Navy, eleven five-hundred-ton gunboats purchased from the Chilean Navy, and two 100-ton torpedo speedboats that were about to be retired by the Royal Australian Navy. The first four fuzzy-class destroyers purchased from France, commissioned by Ecuador and Venezuela, have completed the procedures and arrived at the Longmen Military Port (formerly Neifuya Military Port), the Yanjing Naval Base, and is undergoing a three-month sea trial. The first batch of ten V4 submarines built in the joint steel shipyard also formed the first submarine formation, distributed in the waters around the Tang Empire to serve as a warning and reconnaissance mission.

Zhang Meng has urged the UK and France to speed up the construction of subsequent ships of Linxian-class light cruisers and Kyoto-class destroyers, and at the same time is willing to pay one-third of the fee, requiring shipyards in Britain and France to start construction in three shifts and speed up the delivery date.

The Tianwang-class aircraft carrier built at the United Steel Shipyard in San Francisco was already the fastest progress. Considering that the training of carrier-based aircraft pilots has not been completed, Zhang Meng did not urge the shipyard to rush to work, but instead stepped up training for future carrier-based aircraft troops in Xuanwu Air Force Base.

There are two runway facilities on the flight decks of the land simulated aircraft carriers in Xuanwu Air Base. More than 1,000 naval aviation pilots and more than 6,000 air crew members train on the flight decks of the two simulated aircraft carriers every day. According to Zhang Meng's requirements, when the aircraft carrier is officially put into service, they must adapt to the take-off and landing and maintenance of fighter jets on the aircraft carrier within one month, and form combat effectiveness within three months.

Putting aside the naval aviation, the Royal Air Force of the Tang Empire has been the first to form a scale, which is thanks to Zhang Meng's emphasis on air supremacy. Zhang Meng knew that he could not defeat the Japanese Navy on the sea for the time being, so he spent a lot of effort to build the air force.

At present, the four air bases of the Royal Air Force of the Tang Empire have 3,000 pilots and more than 21,400 air crews, equipped with 175 F11C fighters, 245 P6E fighters, 270 W3 water reconnaissance aircraft, 406 SC-1 bombers, and 580 reconnaissance trainers equipped with various types of aircraft.

These aircraft are all active aircraft models produced by Raptors themselves and purchased from other US aircraft manufacturers, and are basically at the late stage of World War I.

The Raptor fighter aircraft that Raptor is designing and developing, has already produced the prototype two months ago. However, the full-size wind tunnel laboratory for the first phase of the wind tunnel group built by Zhang Meng, which was built with a lot of money, has not been completed, and it is expected that it will take at least half a year to be completed and put into production. Tesla conducted an ultra-high voltage grid test in the middle of the process. Due to insufficient workers' skills, an electrical fire caused the wind tunnel construction to be shut down and dozens of people were killed or injured.

Fortunately, Raptor Airlines has a small wind tunnel laboratory, so in order not to affect the test flight of Raptor fighter as scheduled, the staff had to disassemble the parts of the prototype of Raptor fighter and take it to the United States for testing one by one, and then take it back to the Tang Empire for reassembly and test flights.

Although the Raptor fighter project was forced to be postponed due to accidents, Raptor Airlines completed the design and prototype production of the SC-2 dive bomber as scheduled on the basis of the US Army SC-1 bomber, in accordance with Zhang Meng's requirements.

In order to enter mass production in a hurry, the SC-2 dive bomber has not changed much in its overall appearance, and it still uses the SC-1 ready-made fixed landing gear double-wing propeller, but in order to enhance the instantaneous structural strength during dive, the whole body has achieved metal skin to facilitate penetration performance.

Since it is dive bombing, the previous aviation bomb hook needs to be modified to meet the situation when the bomb is vertically dive, the bomb will not hit the propeller after being thrown out. In order to avoid the pilot being able to pull the plane in time during dive bombing, it will not hit the ground without hitting the ground, the SC-2 has installed a full metal speed reduction plate on the tail wing, which can instantly reduce the aircraft from a dive speed of 900 kilometers per hour to a normal 270 kilometers per hour. The pilot can easily pull the aircraft up at an altitude of more than 300 meters from the ground.

Because there was no major improvement, the SC-2 dive bomber was able to be quickly finalized and put into production. Most of the parts could be produced on the original production line, so they were delivered to the Royal Air Force of the Tang Empire within the time specified by Zhang Meng.

So far, Raptor Airways has delivered 300 SC-2 dive bombers for the Royal Air Force of the Tang Empire, and the air force has been renumbered and changed to FC-1 dive bombers. These aircraft were all sent to the Zhuque Air Force Base to form three bomber brigades, and they are strictly confidential to the outside world. Even the air force does not know that there has been such a dedicated dive bomber unit.

The newly established dive bomber unit takes off from the Suzaku Air Force Base every day and heads to an unmanned coral island 160 kilometers away from the Suzaku Air Force Base for bomb dropping exercises.

Various sturdy simulated fortifications are built on the unmanned island for bombing by various bombers. Large granite reinforced concrete wave dams are built around the island, which are specially used for torpedo aircraft to simulate the launch of torpedo attack warships. At the same time, dive bombers are sometimes used for bomb drop training.

In order to practice dive bombing on ships, Zhang Meng even paid for money alone to buy back several old ironclad ships and battleships from the last century from the Chilean Navy, and parked them in shallow waters near the unmanned island. Specializing in bomber troops and torpedo units to conduct dive bombing and torpedo attacks to improve the pilots' actual combat attack capabilities.

However, in real actual combat, enemy warships cannot always stay in the military port and wait for you to explode. Most of them are targets of high-speed movement. In order to solve this problem, Zhang Meng thought of Tesla again, because Tesla invented a small wireless remote-controlled motorboat 30 years ago.

Tesla helped to redevelop a remote control that can remotely control targets one thousand meters away. Although the remote control is large and bulky, it can be installed on a ship.
