Volume 8, Section 49: Wherever I go, there is a catfish

Sha Zhengyang put forward six or seven of his own ideas and opinions in one breath. He also knew that doing such things on the first day of work would easily lead to the limelight, but Mao Xiangdong and Lu Zongping both had this request, and he could not refuse, so he could only do so.

Since it’s good to offend others, it’s inevitable to leave a bad impression, so just openly shake off many of your thoughts and opinions.

He believes that no one who can sit in this conference room has a far-reaching vision and knowledge. At most, each has its own expertise and focus.

He released some of his previous experiences and views ten or eight years in advance. Sha Zhengyang believed that naturally someone could identify the weight of this.

As for how they understand, whether they can accept it, or even use it for them, it depends on their mind and execution ability.

Lu Zongping has never spoken and has not written much. He does not want to leave a view for his relatives around him that he attaches too much importance to Sha Zhengyang's views, although he agrees with and appreciates some of Sha Zhengyang's views.

But Sha Zhengyang's style is indeed easy to become the attitude of Mu Xiu in the forest, but Lu Zongping feels that in the current Han Dynasty, this style of a strange peak may really have some catfish effect.

In fact, when Sha Zhengyang introduced himself a little like a little high, he had already felt some of this meaning. The leader was naturally able to control the situation. He was a little pawn who had just entered, and he would definitely only "play his role" according to the leader's intentions. It was not only his own work, but also "stimulating and promoting" other people to do something.

Mao Xiangdong never mentioned any internal affairs of the Han Municipal Party Committee and Municipal Government to him, but Sha Zhengyang has had a lot of dealing with cadres in Han Municipality for so long, such as Ji Guoli, Liu Yinbo, and Youzhe. He could have learned some fragmentary news from Sang Qianwei and Guo Yeshan from time to time, so he felt a little bit.

The Han Metropolitan Municipal Party Committee and Municipal Government team are generally good, but they seem too stable and the progress is orderly. Each job can be in the middle and upper reaches of the province, but it is difficult to be the first. This may have something to do with the Han Metro's largest size in all aspects and the highest difficulty in achieving the best. But then again, shouldn't your Han Metropolitan City be the best?

As the core of the province, you can't do the best, so who should do the best?

On this point, Sha Zhengyang's point of view is very clear. Other cities are striving for the first place to work, while Han City is naturally the first place to maintain the first place. If you don't get the first place, it is failure.

Sha Zhengyang clearly expressed this view to Mao Xiangdong and Lu Zongping, which shocked Mao Lu and he also agreed very much.

This is a mediocre atmosphere for the Han capital.

To break the current concept of ensuring three or two in Han cities, it is a belief that you must win the first place. If you don’t win the first place, you will fail. You must review yourself and find out the problem inadequately. You are not allowed to happen twice in a row. If you happen the second time, you must hold accountable.

At this specific work meeting, Sha Zhengyang certainly could not say what the city’s senior officials and mayors should have said, but he clearly stated in his words that in the development and construction of Handu High-tech Zone, we cannot benchmark Hanchuan Province, but Shenzhen and Suzhou, and in the work of attracting investment, Handu should also benchmark Shenzhen and Suzhou.

In Sha Zhengyang's view, Suzhou's geographical location and resource endowment are actually not good.

Suzhou is shrouded in the huge siphon shadow of Shanghai next to it, and there is also the provincial capital Nanjing and another Wuxi, which is not much inferior to it, and there are sub-provincial cities like Hangzhou within the Yangtze River Delta, which are not as convenient as shipping in Ningbo, another sub-provincial city in the Yangtze River Delta. Even the airport is shared with Wuxi.

But in such an environment, Suzhou can innovate and seek change, and constantly create its high-quality and high-level investment promotion environment, making the annual investment promotion projects top the number and quality of cities in the Yangtze River Delta region except Shanghai.

Similarly, except that the country has given it the policy advantages of the Special Administrative Region, Shenzhen is not good. Two old brands like Hong Kong and Guangzhou are all under the radar. How to play to their strengths and weaknesses to achieve their own leapfrog development is not the kind of intermittent explosion, but the persistent innovation and catching up and surpassing are also admirable.

Moreover, judging from the performance in previous lives, in the next twenty years, Shenzhen will show its innovation ability to encounter stronger and stronger, and Suzhou will show its tolerance and adaptability. Even if it encounters various challenges, the two cities will still maintain an indomitable charge.

Learn to learn the best.

Therefore, Sha Zhengyang has always believed that if Han Du is taking the path of developing manufacturing as a way to consolidate the foundation, he should study Shenzhen and Suzhou well.

Learn from Shenzhen’s mechanisms and industrial innovation, learn from its industrial chain cultivation and construction, learn from Suzhou’s investment promotion environment, and learn from Suzhou’s key industries. These two cities have their own strengths because their respective regions are different, and the Handu is the same is completely different from these two cities. Therefore, if you want to learn, you can only combine the actual situation of the Handu to carry out integrated learning.

The meeting was over, and it was impossible for everyone to be inexplicably convinced. However, Sha Zhengyang believed that his views could still touch these people. The catfish was used to stir up the water, so that everyone should have a sense of urgency and force out their own potential and subjective initiative.

Lu Zongping kept Sha Zhengyang and the two returned to Lu Zongping's office.

The basic purpose of this meeting was achieved. Lu Zongping observed it carefully without hesitation. Although everyone still tried to act calmly, they did not have the same kind of ancient well as before, especially some suggestions involved in their respective work, which probably needed to be considered seriously.

When you raise the problem, you also give the solution direction. Whether it is OK or not, you should consider it carefully. Whether it is right or wrong must be self-evaluated and how to deal with it.

"It was very well spoken." Lu Zongping signaled Sha Zhengyang to take his seat and nodded: "It was very thorough, and I hope it can bring some touch to everyone."

"It's just a feeling. In the middle of the central government, I can see a lot of things. The coastal areas are developing too fast. Their keen sense of smell is ahead of schedule. We are still thinking about it. People have already started to do it. They are not afraid of problems, but are afraid of refusing to move." Sha Zhengyang was also very touched. "I always feel that these governments in coastal areas are running faster, and we are even slower in all aspects."

Lu Zongping smiled bitterly and shook his head: "This is an intuitive feeling, but it is actually the most realistic expression, which shows that we are lagging behind in all aspects than coastal areas. We are lagging behind in terms of efficiency, trivial procedures, and promotion efforts. Everyone is used to it. So when we see other people's actions and efficiency, we feel a little uncomfortable, and we feel that they are abnormal and unfit. What is the result?"

"So we should gradually push it away from the point to the surface, so that everyone should be more tense in their minds, completely break the current mediocre, lazy, dispersed, floating and dragged atmosphere, and create a good atmosphere of positive and vigorous efforts. I think the city may be due to the long-term comfortable life and lack of pressure from the outside world. After all, the data in all aspects of our Handu are not comparable to other cities in the province, so this habit has been formed. If we put the right position and benchmark cities such as Shenzhen, Suzhou, Hangzhou, Wuhan and Chengdu, I think everyone will not have such an optimistic attitude and will not be so relaxed."

Sha Zhengyang's words were still relatively subtle and tactful, but they were clear to Lu Zongping. He had been here for so long and was very clear that the city was in the style, the team was like this, and the city cadres were like this. To reverse this style, many people would do a lot of things to do.

"Zhengyang, to reverse the atmosphere in our city, the municipal party committee and government have some policies and measures to be introduced one after another. I want to keep you here to talk to you about the cultivation of several industries you mentioned at the meeting. I noticed that you specifically mentioned the automobile industry. Well, what do you mean is that our Handu City has good conditions for developing the automobile industry? Secretary Mao and I discussed it before, and they still feel that compared with many other cities, our Handu has no outstanding advantages and it is difficult to compete to win."

Lu Zongping was very concerned about the development of the automobile industry because he knew that the automobile industry was an extremely large and complex industrial chain. It can be said that a car may involve as many as a hundred supporting enterprises, and the output value, taxation, employment and even consumption it drives are difficult to compare with other industries. Therefore, even Mao Xiangdong and he felt that Han Du did not have much advantage in this industry, but they were still unable to make up their minds not to include this industry as the leading industry in Han Du for cultivation.

"It seems that Secretary Mao and Mayor Lu have also studied this issue. Well, I said, Han Du definitely cannot compare with Shanghai, Changchun and other automobile industries, but we can find another way and take a segmented market. Our two automobile factories in Handu are both in Handu, and the scale is not too small. It is of course not worth mentioning compared with international brand car companies in terms of output value, technology and talents, but this is a springboard and bridgehead for entering the inland market,..."

Sha Zhengyang's words made Lu Zongping feel moved, "Do you mean a joint venture with a foreign brand?"
