Compared with the tit-for-tat in the second topic, the poverty alleviation work involved in the third topic should have seemed calm. After all, the second topic has consumed too much energy and aftertaste, but this work is different.

This involves nine counties and cities in the three areas, from Anxiang through Puchi to Wuling, seven are national-level poverty-stricken counties and provincial-level poverty-stricken counties. Even Puchi City and Wuling City are in other cities, they are definitely a provincial-level poverty-stricken county. However, because they are the location of the regional administration and the local government is proud of their face, they barely fail to apply.

But now that there have been voices in the past two years, we still need to be realistic. We still need to apply for the declaration. Puchi City and Wuling City are much worse than the provincial poverty-stricken counties under Wanzhou or Tonghe. Why should we pretend to be fat?

If Puchi City and Wuling City, the county-level city where the administrative offices are located, successfully applied for provincial poverty-stricken counties, then it can be said that starting from Handu to Maba County at the northeast end of Wuling area, except for Jin County in Handu as the starting point that does not belong to poverty-stricken counties, the other counties passing through are all poverty-stricken counties, and this expressway has truly become a veritable poverty-stricken highway.

Wuyin County, Shangcheng County, Gaolan County, Leidong County, Puchi District, Puchi City, Weichi County, Laifeng County, Wuling City, Baoling County and Maba County in the Anxiang area are all national or provincial poverty-stricken counties. Among them, Gaolan in the Anxiang area, Leidong, Weichi in the Puchi area, Laifeng, Baoling and Maba in the Wuling area are undoubtedly national poverty-stricken counties.

Gao Lan did not enter the Duyi Expressway project to pass through the county, but later the route of the Duyi Expressway project was adjusted. The route moved slightly to the southwest and passed Tangfeng Town, Gaolan County.

This is also the second largest town in Gaolan County, and it is still 15 kilometers away from Gaolan County. However, after all, this is a highway. You only need to upgrade the provincial road between Gaolan County and Tangfeng Town to a first-class road surface, which is equivalent to Gaolan County entering the expressway era after the completion of Duyi Expressway.

The inclusion of Gao Lan in the Duyi Expressway route has also caused great controversy, but the Anxiang Prefectural Committee Administrative Office unswervingly stated that if Gao Lan is excluded from the Duyi Expressway project, then Gao Lan County will not be able to enjoy the benefits brought by the expressway to its economic development and improve its living standards. As a national-level poverty-stricken county, it will be more difficult for ordinary people to completely get rid of poverty and become rich.

Guo Zhenhai, Secretary of the Anxiang Prefectural Committee, and Yang Changgui, Commissioner of the Administrative Office, took Gaolan County Party Committee Secretary, and the county magistrate went to Zhou Yuanwang and Wang Yunxiang to report on their work many times, expressing this wish.

Finally, the provincial party committee and government still believe that the actual situation in Gaolan County should be considered and appropriately adjusted the route. Of course, it is definitely impossible to pass through Gaolan County according to the Anxiang area's idea. The investment is too large, but the road is appropriately changed from a section of the northeast foot of a mountain area to a detour to the southwest foot.

This change has not changed much in the length of the road route, but the terrain of the southwest foothill is more steep and complex, and the construction cost is much higher. However, this has shifted the road from northeast to southwest to close to the twenty-fifth road, passing through Tangfeng Town, the second largest town in Gaolan County, which has finally made Gaolan County hook up with the expressway.

Sha Zhengyang is also supportive of this diversion.

Because from the geographical point of view, Gaolan County is isolated from Wuyin County and Shangcheng County one by one. If you want to go to Anxiang City, you will either pass Wuyin or the mall. The distance is not far. The southwest of it is the boundary of Zhaoyang City. Judging from the current situation, it will take at least ten years to consider building a highway to contact the two places.

This is also proven in previous lives. The so-called Han Urban Super Ring Expressway, which is the second Ring Expressway, actually forms an urban circle around Han Urban City. Some areas of the northern counties of Zhaoyang, Anxiang, Qindu, Wuyang, and Bayuan have been included.

This second ring expressway, which is more than 400 kilometers long, actually forms a central urban circle with the Han capital as the center, covering a population of more than 20 million. It is the real economic core area of ​​Hanchuan Province. The Hanchuan Provincial Party Committee is also focusing on building the area within this core circle into an economic highland.

However, this so-called second ring expressway in Hancheng City or the super ring expressway in Hanchuan Province will not be officially started until 2016, and is expected to be fully completed and opened to traffic until 2021.

If this opportunity is lost and if history does not change, Gaolan County, which is sandwiched in the cracks, will have to wait 18 years before it can start to smell the highway, and will have to wait 23 years before it can truly reach the highway. Before that, the people of Gaolan could only go to Zhaoyang west to get on the highway, or go to Wuyin and mall east to get on the highway, and their economic development will also be greatly affected.

Sha Zhengyang even had the impression that Yang Xingming, who served as deputy secretary of the Hanchuan Provincial Party Committee in 2016, was from Gao Lan. He personally attended the groundbreaking ceremony of the construction of the Second Ring Expressway. After that, he told the Provincial Department of Transportation and the leaders of Anxiang City with emotion that the people of Gao Lan have waited for this expressway for twenty years.

Now history has changed. Duyi Expressway incorporates Gao Lan, passes Wuyin from Jin County, enters Gaolan along the northwest corner of Wuyin, passes through Tangfeng Town, Gaolan County and turns east and enters the mall. Although it is just a circle, it has taken about a quarter of the eastern part of Gaolan County, and Tangfeng Town and its surrounding four or five towns can benefit a lot.

Gaolan County also greatly narrows the distance to the expressway. Once completed, Gaolan County will no longer need to walk the rugged and winding provincial road from Han, but you can directly walk on Duyi Expressway, and the distance and road conditions will be greatly improved.

You should know that Vice-Governor Pan Guangzhang is from Gao Lan and from Tang Fengzhen. On this point, Pan Guangzhang also unswervingly supported the inclusion of Gao Lan on Duyi Expressway and strongly supported the troops who boarded the Duyi Expressway as soon as possible.

"When it comes to poverty alleviation, I still want to say that poverty alleviation is not just about verbal words, nor about formulating some plans at the beginning of each year, and then making a budget in the finance department, and then allocating funds to cities and counties. We all know how effective such poverty alleviation is, so from the past or two years, from the central government to the local government, the so-called poverty alleviation first replenishes the brain, and first change it from the ideological concepts and concepts. After introducing the Hanchuan Province poverty alleviation work concept in the next three years from the General Office of the Provincial Government and the Provincial Department of Agriculture, Pan Guangzhang made additional introductions and emphasized that he also went against his previous gentle and elegant style and made sharp criticisms of some bad phenomena and habits in poverty alleviation work, which surprised many people, including Kang Guangliang and Sha Zhengyang.

According to statistics, the population of the five cities in Wuling, Puchi, Anxiang, Yunzhou and Bayuan account for more than one-third of the province's population, but their GDP accounts for less than 8% of the province's GDP. In other words, the per capita GDP of these five cities is only about one-quarter of the province's GDP. The per capita disposable income of urban residents is 34 percentage points lower than that of urban residents in the province, and the per capita net income of rural residents is 42 percentage points lower than that of the province's population. Pan Guangzhang's words are too obvious. Duyi Expressway is not just an ordinary transportation infrastructure project. Its economic and social significance is lower than that of political significance. To help poverty alleviation and solve the problem of food and clothing for the people in old, young, border and poor areas is a political proposition. The central government has long established its character, but some people seem to be unable to see this clearly.

Among these three regions, both old revolutionary areas and ethnic minority areas, with old, young and poor in the border areas. The Han-Hubei-Shaanxi Revolutionary Base was part of the main force of the Red Army in the 1930s. This region raised countless revolutionary heroes who sacrificed their lives and shed their blood for the founding of New China. The people in this region should naturally receive strong support from the central government and the province to seek development.
