Chapter 135 In Catalonia (Part 2)
Before December 1809, there were three established French troops in the entire Catalonian region, the Desay Division (including the military police), the Gruna Guard Brigade, and the French garrison in central and southern Catalonia commanded by Marshal Ogero.
In mid-December, after the secret agreement reached by the Duke of Desay and General Savari and obtained the consent of Emperor Napoleon, Marshal Ogero was "accidentally" transferred to the northwest battlefield of the Iberis Peninsula. The 25,000 French troops stationed in central and southern Catalonia were divided into two. 15,000 of them had followed Marshal Ogero to another battlefield; the 10,000 French soldiers stationed in the remaining began to obey orders from the Dominion of Hruna.
At the beginning, Desai did not instruct the five-man regiment to carry out drastic reorganization of 10,000 left-behind French troops, and merged them into the Desai division or local garrison brigade, and only sent a large number of gendarmes to assist the garrisons in various places to maintain public order.
According to the order signed by the Duke of Desai before Christmas, the military police had completely emerged from the Desai Division, expanding its troops to a large brigade, namely a super-large organization of 4,200 people, and forming a military police headquarters with Colonel Carls as the supreme command.
In addition to continuing to maintain military discipline, assisting the Military Law Department in establishing military courts, guarding and defending important military offices (including government agencies), investigating, arresting, interrogating, and even executing various types of spies and illegal officers and soldiers, and other military police positions, the Gendarmerie Command and its military police teams stationed in various places will also assist local administrative officials or parliamentary courts to exercise the special functions of local (armed) police and maintain local civil public order.
After February 1810, with the emperor acquiescing the fact that the Duke of Desay was about to become Prince of Catalonia and the approaching large-scale war in Portugal, the reorganization of armed forces in Catalonia was imminent.
In early March, after obtaining the approval of the Duke of Desai, Colonel Rusti, on behalf of the five-member regiment, issued a package of military reorganization plans to integrate all armed forces in Catalonia into the Duke of Desai, or the future Prince of Desai:
After detailed screening between the military police and military medical officers, more than 10,000 former French garrisons in southern Catalonia only retained 6,200 people. These people will be disbanded and assigned to the military police, Desay Division, and the Catalonian Security Division.
The remaining eliminated soldiers were either too old, suffering from serious illness, or were disbanded in military discipline, unstable mental state, and so on. More than half of them did not return to France. After receiving a retirement payment, they still chose to stay in the Franchise Farm (farm) in Catalonia; or applied for start-up funds to start their own business; or accepted the appointment of the Military Intelligence Bureau and accepted more bloody and exciting work.
The Desai Division, which has once again obtained the supplementary source of troops, currently has 17,000 officers and soldiers, including:
The highest commander of the division, Duke of Desay, and the rank of major general of the Empire;
General Staff of the Division, Chief of Staff Colonel Rusty (rank of brigadier general in wartime);
The First Infantry Brigade, the brigade commander Colonel Delney (rank of brigadier general in wartime), is the main brigade of the Desay Division, with 5,000 people. The brigade has three regiments and two ** artillery companies. The officers and soldiers of the brigade are French.
The Second Infantry Brigade, Deputy Brigade Commander Lieutenant Colonel Reedes, has a total regiment of 3,000 people, including two infantry regiments. The soldiers of the brigade are mainly Irish, French, and a small number of Poles;
The Cavalry Regiment, Deputy Commander Lieutenant Colonel Lukash Pavorsky (Polish leader, former adjutant of General Koshiciusko, promoted to the first level). The Cavalry Regiment is mainly composed of Polish Lancers and French Light Cavalry, including a small number of Cossacks, Hungarians, and Bohemians, with an organization of 2,000 people;
The Artillery Regiment, Lieutenant Colonel Kle, has 2,200 units in the regiment, with 9 artillery companies and 56 main war artillery pieces of 6 pounds, 8 pounds and 12 pounds;
The Grand Engineer Corps, Lieutenant Colonel Ultrasle, and Deputy Chief Major Simerz. The Grand Engineer Corps has 2,000 people, including multiple boat and bridge battalions, naval battalions, construction and camouflage battalions, and combat guard battalions (including mine-setting missions);
Division Hospital, Chief Officer Dr. Kava, Lieutenant Colonel. In addition to the division, brigade, and regiment level 3 field hospitals or ambulance centers, medical rescue soldiers who have received professional training have been assigned to each company and platoon unit;
Chief of Training and Military Law Department, Lieutenant Colonel Granville;
Chief of baggage and logistics, Lieutenant Colonel Deva (the former quartermaster of the First Infantry Regiment);
The chief officer of the military police, Major Pochi (formerly the chief officer of the First Infantry Regiment), he was also responsible for commanding a reinforcement battalion and serving as the daily alert task of the division commander and General Desai;
While expanding the source of troops, Desai also accepted a large number of experienced middle and lower-level officers from Marshal Sirte and Marshal Ney to enrich the Desai Division. However, the brigade commander of the Second Infantry Brigade and the commander of the Cavalry regiment, the appointment of two extremely important military chief officers was not issued, and two deputy officers were still led by the two deputy positions.
The Catalan Security Division is still the Duke of Desay and serves as the supreme commander. Its chief membership is 10,000, including a security command and 8 security regiments. In addition to being mainly deployed in the border areas of Catalonia, the security division will also be responsible for the security patrol missions in the four provinces of Gruna, Barcelona, Taragona, and Lerida, including the city of Manresa, where the cabinet is located. In addition, there is no brigade-level organization between the division and each regiment.
The newly formed Desai Division (17,000 officers and soldiers), the Catalan Security Division (10,000 officers and soldiers), the Gendarmerie Command (4,000 officers and soldiers), and the 4,000 French sailors (sailors) of the "Mediterranean United Shipping Company", a total of 35,000 officers and soldiers, constitute the entire armed force of the entire Duke of Desai in the Catalonia region.
Compared with the overall population of 3.5 million, there are obviously not many professional soldiers with 35,000 people, and the military-civilian ratio is 1:100, which is within the reasonable and normal range. However, in the eyes of Desai and others, this is not a good thing, or there are huge hidden dangers.
The area where 35,000 professional soldiers live and defend their lives is not their own country, France, Poland or Ireland. Although most of the upper class in Catalonia fall to the arms of the Duke of Desai, in the hearts of the 3.5 million ordinary Catalans, Desai and his tens of thousands of troops are still occupied or invaders.
With the successful experience of the safe village of Hruna, Desai won over the powerful forces in Catalonia through the Sai Cabinet, backed up with strong force, and tried to copy it to the entire Catalonian region according to the principles of fairness and fairness.
Including the booming industrial policies, it has attracted a large number of hundreds of thousands or millions of employed people, enriched the purse of ordinary people, and enriched the vegetable basket and noodle bags;
Implement military discipline and civil law, severely punish all crimes or armed rebels, whether they are active-duty soldiers or ordinary civilians, and strive to treat them equally;
Through the Archbishop of Barcelona, maintain good cooperative relations with bishops and priests in various provinces, districts, towns, churches, and persuad civil groups to be positive and support the new Catalonian government led by the Duke of Desay;
Strengthen news controls in various places, and make full use of public opinion tools such as major newspapers, street comics, news briefings to exaggerate the horrific famine of hundreds of thousands of people starved to death on the Iberis Peninsula. In comparison, even the poorest urban people in Catalonia can enjoy food relief provided by local governments or churches. Although the fish soup in the bowl is too thin and the black bread mixed with too much bran tastes too bad, there will never be a tragedy of starving people to death;
The Duke of Desai even issued an order in Paris to encourage unmarried, divorced or want to divorce lower-level officers and ordinary soldiers to bravely marry Catalan women or widows. To this end, the Duke of Desai awarded each pair of newcomers 3,000 riyals, equivalent to 600 francs, which is equivalent to the annual military pay of a second lieutenant in a non-war state.
Starting from January 1810, all officers, as well as family members of school-level officers and above will be included in the special welfare protection system of the army; by July 1810, the policy will be expanded to all officers and soldiers, as well as all officers' families; by the end of 1811, including the wives of ordinary soldiers and their children, will also be included in the special welfare protection system;
...
As of now, the effects of the above measures have gradually been revealed. Although the psychological isolation between the military and civilians still exists, at least ordinary people are no longer hostile and hate French officers and soldiers in uniforms. The number of vicious cases of kidnapping and assassination of the French people has dropped to the level before the outbreak of the Peninsula War in 1808.
In April 1810, in the Khruna region where the two sides had the most harmonious relationship, 1,000 French, Polish or Irish soldiers collectively married local Catalan women. For this reason, the Duke of Desay took out more than 3 million riyals from his pocket.
In accordance with the suggestion of the head of the Intelligence Analysis Department of the Military Intelligence Bureau and Major Passel (formerly the adjutant of the General of the Resistance of the Hruna), with the consent of the five-member regiment, after the approval of the Duke of Desay, a "experimental force" was established, and a local security regiment composed of Catalans (mostly the former soldiers of the surrender of the Resistance) was deployed in the border areas of the Catalonian region and the Aragon region.
After repeated consideration, Major Passel, who was unwilling to appear in public, politely declined the Duke of Desay to appoint him as the supreme commander of the security regiment. Afterwards, Major Passel recommended his friend, former third commander of the Hruna defender, and now an idle Colonel Martin Ramos, who is now the idle home, serves as the commander of the security regiment.
At the beginning, almost all senior officers, including the Duke of Desay, did not value this Catalan regiment. Because its hasty establishment was an action that clearly "appeased" the Catalan national sentiment. More time, the military police and the military intelligence agency were still secretly monitoring the commander of the regiment, Colonel Martin Ramos, and the security regiment, to prevent their inexplicable sudden rebellion. The Spanish mercenary regiment in Madrid was an example.
However, in March 1810, an emergency occurred in the small Western Catalonian border town, Vlaga, which completely changed everyone's view of this Catalan group.
