This has changed a lot from the historical situation, especially when the enemy was conducting a large-scale sweep of Hebei, another important plain base in the Eighth Route Army, not only was the stubborn resistance of the Hebei Central troops who retreated to this place and the Hebei Southern troops, but the former Hebei Central troops took the opportunity to form several eastward detachments and retrenched in Hebei Central, cooperated with the local left-behind troops, and began to gradually restore this area.

Under the guidance of the policy of "going deep into the enemy's back, carrying out guerrilla warfare, and establishing small and hidden guerrilla bases", the regular Eighth Route Army troops who jumped to the outside line during the sweep began to organize a large number of advancing detachments to return to the old base for restoration. At the same time, the armed forces developed like mushrooms after a rain, and advanced to the enemy-occupied areas to carry out new struggles against the enemy.
