Chapter 24 Local: Education
The investigation and statistics work encountered a serious shortage of cadres. In fact, this was not the problem that the Executive Committee and the State Council discovered at this time. In fact, as early as the moment the country was established, the Ministry of Education proposed to establish a specialized school aimed at cultivating administrative cadres.
The Executive Committee approved the proposal at that time, and this political school named "Dayuhe Youth Cadre Special School" was also established on the south bank of Dayuhe in January 1634. The school system is three years, specializing in cultivating management cadres urgently needed by various departments. At the same time, it also provides short-term training for cadres at the village level and above at this stage to improve the professional quality of such cadres and make them better understand the policies and intentions of zhongyāng.
In the first half of this year, the first batch of cadres had graduated, and these young people were divided into various administrative departments, greatly alleviating the shortage of staff in various units. However, considering that the total population of the country has exceeded 20,000, the number of dozens of cadres in this batch can barely maintain the normal operation of various departments after they are spread. If large-scale operations such as national property inventory are carried out, the shortage of staff will be exposed suddenly.
Fortunately, there will be a second batch of about 30 or 40 cadres to graduate next year, and then we should be able to slightly alleviate our current dilemma.
With the training of administrative cadres in this way, the Executive Committee spared even more effort to train technical personnel. Currently, there is only one national scientific research institution, namely the Natural Science Research Institute of the East Coast Republic of China. This research and teaching institution gathers many former middle school teachers and some researchers with specialties in certain aspects. These people try their best to restore science and technology according to the needs of national development, while teaching and exchange, and cultivating some practical science talents.
For example, Toricheli is in physics, Viviani is in mathematics, and Groningen (a senior craftsmen in the arsenal) has made great progress in mathematics, ballistics and metallurgy. They are currently technical experts in various fields. Moreover, in the long-term communication with them, the travelers are extremely impressed by their rigorous scientific attitude, meticulous logical thinking and sparks of wisdom that flash from time to time. It can be said that if these people were not limited by the times, their achievements and personal abilities could have outperformed all the travelers in the Academy of Natural Sciences.
In addition to academic and theoretical research institutions such as the Academy of Natural Sciences, the East Coast Republic has also established a complete vocational education system aimed at cultivating skilled workers and junior technical personnel, and its specific manifestation is the vocational schools established in various factories and mines.
The teachers of these vocational schools are generally served by technicians or senior craftsmen in various factories. Sometimes experts from the Institute of Natural Sciences will also come to these factories to give lectures. The students are all original technical workers in the factory or newly recruited workers outside. This kind of vocational education can play a huge role at this stage because it has trained a large number of qualified industrial workers for the East Coast Republic.
If workers have outstanding performance or obvious talent, they will have the opportunity to be recommended to the Institute of Natural Sciences for further study and further study, and they will generally hold technical management positions after returning. This method has inspired the workers' great enthusiasm for learning, and they have begun to seize every time to enrich themselves. As a result, the quality of industrial workers in the East Coast Republic has improved rapidly. Some technicians who were originally senior craftsmen often have amazing growth after a round of further study.
For example, the former Swiss blacksmith, Pierre from the First Machinery Factory, worked with Toricheli and a group of technicians to create the first boring machine with millimeter-level processing accuracy in half a year through pure hand-made manufacturing.
This boring machine uses a special Barbarian-1 steam engine as power, which can be used to process gun barrels and steam engine cylinders. The accuracy and efficiency are many times stronger than the manual boring machines used in the past. Not only is the efficiency of boring and making gun barrels in the arsenal greatly improved, but the accuracy of the steam engine cylinders has also been greatly improved.
Some steam engines made by Travelers used to rely on manual or simple manpower and hydraulic machine tools for processing. Not only is the high cost, the accuracy of these parts often does not meet the requirements of use. After all, the number of high-level craftsmen with good craftsmanship and high processing accuracy is very small, and most ordinary craftsmen take a long time to reach the level of these high-level craftsmen. Moreover, the shapes of parts processed by each person are often different and cannot be completely standardized, which means that many parts of the two steam engines cannot be exchanged, which further limits the promotion of the steam engine.
In such a situation, due to the level of processing technology, the East Coast Republic has invested a lot of manpower and material resources to develop steam engines has been unable to be practical. This is a waste of time under the increasingly tense international situation.
Fortunately, the problem has finally been initially solved. The manufacturing of high-precision steam boring machines has successfully solved the most critical cylinder processing problem of the steam engine. Perhaps its processing accuracy is not as good as that of some advanced craftsmen with superb skills. But the problem is that this thing can be produced in large quantities. Moreover, it can achieve millimeter-level processing accuracy, which is completely tolerant for the cylinders of the Barbarian-1 type steam engine. In addition, its super high efficiency and low cost make the practical and popularization of the steam engine possible.
The First Machinery Factory solved the production problem of high-precision boring machines. Now they have turned their attention to industrial mother machines such as lathes, and strive to produce this industrial mother machines that can be called military and national heavy equipment as soon as possible after organizing large-scale research.
It can be said that the education and scientific research system on the East Coast gave Toricheli, Pierre and others the opportunity to shine. If there was no East Coast, maybe Toricheli was still running around for life while taking time to conduct his own atmospheric pressure experiments, and Pierre might have cast artillery for a certain lord day after day. After they arrived at the East Coast, the highly industrialized atmosphere, rigorous technical requirements and comprehensive knowledge popularization gave them the possibility of showing their talents. In fact, this system and advanced productivity organization model are the most core combat power of the East Coast Republic, rather than the kind of technology tree that has climbed, advanced equipment, and how many enemies they have used new tactics to defeat.
This system that can develop and evolve itself, and advanced industrial organizational model are the core combat effectiveness and foundation of the Eastern Coast Republic.
In addition to vocational education, there are compulsory primary education throughout the country. Currently, there are six primary schools in the country, located in Chengguan Town, Dingyuan Township, Luoqianggang, Zhenhai Township, Xiayihebao and Ping'an Town, with more than 400 students in school; and the only junior high school, Dongfang Junior High School, is located in Chengguan Town, Dongfang County, with more than 100 students in school.
The Ministry of Education stipulates that all children of appropriate age must receive compulsory primary education (up to the end of junior high school), otherwise parents will be subject to financial punishment. Of course, if they send their children to school, they can receive part of the allowance uniformly issued by the Ministry of Education. The textbook contents of primary and junior high schools are carefully selected, basically all of which are common sense content, as well as relatively superficial physics, chemistry and mathematics knowledge. Students who come out of this education system have a good foundation whether they enter factories or other institutions. After some vocational education and job training, they can easily do most of the current jobs.
Students with outstanding academic performance in junior high schools will recommend them to study in high school sponsored by the Institute of Natural Sciences. The courses in high school are more in-depth. Whether it is mathematics, physics, chemistry, biology, or some courses such as politics and economy, the content is far beyond the research results of this era. Therefore, students entering high school must sign strict confidentiality agreements, and after graduation they will immediately enter factories, governments or research institutions in the East Coast Republic. Their families are also the objects of close attention of agents of the State Intelligence Administration.
In addition to these conventional educational institutions, there is currently a special educational institution in the East Coast Republic that is outside the entire education system - the Executive Committee Guardian Corps. So far, the school has organized nearly a thousand students in three periods. Some of these students are orphans or stray children brought back from France, some are local orphans or looted Chalua and Guarani children, and the remaining small part are children sent by some domestic parents.
The small corps castle can no longer accommodate so many students. For this reason, the Executive Committee expanded it at the beginning of the year, allowing the castle to accommodate three or four thousand people at the same time. Nearly a thousand children were organized into more than a dozen companies, and they kept brainwashing, learning, training and laboring every week. They were used to obeying the orders of the instructors through time, accustomed to relying on collective power, and accustomed to the ideas and values instilled in them by instructors. Perhaps more than ten years later, these growing members of the corps will become a daunting force.
Especially now that the relationship between the military and the Executive Committee is very delicate, this student corps directly under the hands of the Executive Committee has become the last trump card of the Executive Committee.
The above education systems were established bit by bit by bit by bit by bit by bit by bit by bit by time traveling through the crowd. This will also provide endless momentum and motivation for the development of the East Coast Republic of China, and is the most core connotation that distinguishes them from those so-called "civilized countries" in Europe.
