Five hundred and thirtieth chapters large infrastructure (four)

"This is what a prosperous country looks like." The dead of winter has passed and spring is coming. In the wilderness outside Dingnan Town, which is still a little cold, Pei Dade, who had just been promoted to a cavalry captain, wore a winter officer's uniform with a wool texture, looked at the horizon in the distance and said.

A large group of moving "clouds" appeared on the river bank not far ahead. Pei Dade knew that it was sheep grazing in local state-owned pastures. The sheep breed is the famous "Wujiang Sheep", which is disease-resistant, resistant to rot-feather diseases, and has a sloppy hair production. Therefore, it is very suitable for grazing in some relatively humid places, such as the Ludang River Valley with abundant water and grass. In the dry areas away from the valley, some other breeds of sheep are grazing. Goats are affected by the shrinking wool industry. Now the proportion of meat-used goats has begun to increase, and the proportion of hair-producing sheep has begun to decline. There is no way, everything is mainly market-oriented.

In fact, there were some small-scale cattle raising industries along the Ludang River, mostly developed from catching domesticated bisons. However, as the cattle raising industry became more and more prosperous on the northern Pampa Plain, the cattle raising industry in Patagonia-Taiwan area collapsed instantly and was completely competitive. Therefore, now everyone has turned back to raise sheep and give full play to their comparative advantages.

In the past few years, thanks to the hot market in the domestic market and the unique climate conditions, the sheep ownership in Patagonia, has gradually surged, and the production scale of wool, sheepskin, mutton and dairy products has also increased day by day. Workshops producing leather jackets, leather shoes, leather jackets, leather hats, cured meat, cheese and other commodities have also emerged like mushrooms after a rain. The economy of the entire Patagonia region has shown a thriving trend.

At that time, the rapid economic development made Yang Mingyang and Cai Huaze's two rulings extremely high at one time. They began to yell to build a railway to transport wool, fruit, leather, and meat and dairy products in Patagonia (just like the British invested and built a special wool transport line in Patagonia in the 19th century), further exploring the economic potential of the entire Taiwan region and creating benefits for the country.

But the tragic thing is that this plan was affected by the reduction of the railway investment environment at that time, and was shot dead as soon as it was submitted, which made Yang and Cai speechless. This time, when they saw the government expand their investment in infrastructure, they excitedly submitted a new railway construction plan for the "wool transport line", but who would have thought it would still be rejected? This made it difficult for them to understand how disliked the Executive Committee’s official plan?

For this reason, Yang Mingyang, who is a commissioner of the two regional administrative offices in Patagonia, has already taken a boat back to the capital. It is reported that he will go to the Executive Committee Administrative Building to make a fuss. Relying on his old qualifications as a time traveler, he can see who is interfering in it and not let the last major event in his life be done. This is simply outrageous!

Captain Pei Dade, as an officer who has been fighting in the Northern Patagonia region for many years, naturally heard about this. He has brought his wife and children to live in Dingnan Town, and is considered a part of the place. Therefore, from the bottom of his heart, he hopes that this railway can be handled, because it is indeed extremely critical to the local economic development.

Of course, Captain Pei also knew that this was difficult, because it was the low point of the wool industry, and the money from the Executive Committee was not blown by a strong wind. They would definitely make a general plan for the use of funds on hand. How much money is invested in each region and which projects are set up, there is a general framework structure and will not be random. Even veteran cadres like Yang Mingyang will not make a big deal.

However, the railway plan was not approved, and the projects to build urban water supply and drainage systems in Dingnan County and Luyang County were easily approved, which was a bit surprising. You should know that many local qualified counties lined up before the two counties were still struggling to wait for the central government to invest, but the result was that Dingnan County. Luyang, two remote counties in the remote areas, stepped in to rob the funds. This was indeed quite magical. It seemed like the central government compensated the North Patagonia area because it did not approve the wool transport railway.

And here we have to mention that Dingnan, Luyang counties were just established this month (August 1675). Dingnan County has a total of eight settlements, with a total population of nearly 20,000, even in the local area, it cannot be considered a small county. It is undoubtedly a "first-tier city" in Patagonia-Taiwan area; while Luyang County has a jurisdiction under Luyang Town, Xibao Township, Changlu Township, Baoxing Township, and Baoxi Township (located near the Chang Town of Duval Province in later generations), with a total of five settlements, with a population of about 15,000. It is indeed a little worse than Dingnan County, but not too many.

The above two counties are the 117th and 118th county-level administrative units in the country. In the same batch, there is also a county called Pule, and next door to them, it is under the jurisdiction of four settlements: Pule Town, Luqu Township, Huile Township and Yitun Township. The total population is only a few thousand, mainly animal husbandry, and it is the 119th county-level administrative unit in the country. Both economy and population are not as difficult as those in the Hecheng Oasis area, Luyang and two counties.

After the establishment of these three counties, plus the six counties of Hai'an, Jincheng, Shangluo, Shuofang, Xuanwu, Daliang, and the vast land in the northern Patagonia region that had been established long ago were divided up by these nine counties. In addition to the large area of unexplored land in the south, the framework of the north has basically been determined. More than 100,000 local people are mainly animal husbandry, fishing and fruit planting. They seem to be able to continue in the face of the market tide on the east coast, and they seem to be living well, which is enough.

Let’s turn the topic to the approved urban water supply and water renovation project in Dingnan County. The budget of the project is tentatively set at 150,000 yuan, all of which are all allocated by the Ministry of Health (if it exceeds the expenditure, the local government will make up for the difference), and are jointly built by the famous Goshkin Construction Company (this is also the first time the company has entered such a project) and a engineering team of the Third Bureau of Communications Construction.

It is similar to the urban water supply and drainage facilities in some core counties in the old district, such as Dongfang County, Luoqia County, Qingdao County and other places. This project includes two sub-projects: tap water supply and urban sewage discharge, and also includes a sewage treatment plant affiliated to this project. As the name suggests, this plant was mainly established to maintain the sewage treatment system. It is affiliated with the county health bureau. It mainly works in addition to cleaning up sewage discharge pipelines and regularly transporting sludge from sewage pools, and is also responsible for cleaning up garbage and other dirt in urban areas.

Dingnan County Government also attaches great importance to this project, because in recent years, with the increase in the population of the East Coast and the frequent foreign trade, some epidemics also break out from time to time in China, killing a large number of lives, and it has also had a great impact on production and operation. Although Dingnan County is located in the hinterland of the inland, the population of the county town is still quite dense, and the possibility of large-scale infectious diseases is not low. Therefore, the county is still very eager to build a set of urban water supply and drainage facilities. Therefore, after obtaining an investment of 150,000 yuan from the Central Health Ministry this time, the county government plans to invest an additional 30,000 yuan, plus the additional allocation of 20,000 yuan from the regional administration, to raise 200,000 yuan, and strive to build this project better than the original plan.

According to Pei Dade, the focus of the investment of 200,000 yuan is on the discharge and treatment of sewage, including: at least ten outdoor public toilets located in the urban area, a complete underground river (this place is somewhat different from other places. Since the local area is relatively short of water, rainwater and sewage are discharged separately, which means that one more line needs to be repaired, and the cost will increase a lot), and sewage treatment plants (sedge and filtration system).

It is a big deal to build ten outdoor public toilets in urban areas where thousands of people live. You should know that in this era, even the palaces in some European countries did not have an outdoor toilet, and the sanitation conditions were worrying. In fact, the ten public toilets in Dingnan Town were still a bit insufficient, but there was no way. There was only so much investment, so I'll find a way to make up for it later.

According to regulations, public toilets are cleaned by transit workers from sewage treatment plants. These people are mainly non-national labor workers from Poland and Italy. They usually clean public toilets between 6 am and 10 am every day. The reason for this is probably because of ensuring that there is enough light to carry out the work. Of course, I heard that Dingnan County is also planning to build a gas lamp system covering the entire county. Once this project is completed, the work of cleaning public toilets can be carried out at night, which will greatly avoid the impact on ordinary people.

Of course, public toilets are basically made by ordinary citizens. Rich people like Pei Dade use a new thing called a flush toilet. This kind of thing is said to be very good in old areas such as the capital Dongfang County. Many dignitaries flock to it and buy it home and install it in the closet. It is also an indoor toilet.

However, this kind of flush toilet currently seems to have a fatal disadvantage, because it is installed in a closed closet and connected to the cesspool through unventilated pipes, which is undoubtedly very unhygienic and is one of the main sources of many diseases. Moreover, the odor can often be transmitted back from the cesspool built in the basement (connecting to the underground river that acts as a sewage pipe), making the smell in the house very touching, and windows have to be opened frequently for ventilation.

Captain Pei Dade vaguely heard that a technician in the capital had invented a patent called "water seal odorproof valve" that could completely isolate the unpleasant smell from the gutters, sewers and septic tanks. However, it seems that the technology is still in the verification period and has not been widely promoted. However, if this technology is proven to be effective, then it is basically certain that the patent holder will get rich overnight in the future. Because with the continuous advancement of urban sewage facilities renovation projects, the consumption of flush toilets will definitely reach a new level. At that time, almost every toilet sold will have to pay him a certain patent usage fee, which is a lot of money.

The renovation of urban water supply and drainage facilities is not small and cost a lot. It may cost more than 10 million yuan to be renovated one by one across the country, which seems quite unworthy. But if you look at the situation where infectious diseases break out in cities in mainland Europe and ancient China from time to time and kill a large number of people, then maybe it is easy to understand why governments at all levels in the East Coast have always been short of money, but are squeezing out money every year to invest in this area.

For example, this time, although the original intention of the government to invest in infrastructure on a large scale was to develop domestic demand due to the obstacles in exports, it seems that there is no need to invest in these sanitary facilities, but as the saying goes, only when someone is creating wealth and creating demand. The improvement of urban sanitation conditions will definitely greatly reduce the risk of infectious diseases, reduce people's mortality rate, and save more consumers. This is also closely related to the domestic demand market. Otherwise, look at the scene where a city's drinking water source is polluted, which leads to a large-scale outbreak of cholera, almost paralyzed, and all industries are in decline. You can deeply understand this truth.

The urban water supply and sewage discharge, the application of outdoor public beta and flush toilets, and the cleaning of street dirt are often a distinction between civilization and barbarity. When people from the old continent come to the city on the east coast, they will be shocked to the point of being unforgettable when they see clean and tidy roads, reciprocating street vehicle systems, clean and safe drinking water, efficient and stable sewage discharge system, and bright gas lights at night. This is the huge change brought by new science, new technology, and new concepts, constantly showing the advanced and civilized East coast.

Captain Pei Dade went around outside and returned to the military camp. His old boss, Lieutenant Colonel Guo Handong, was happily bullying Uncle Hei in South Africa. He was basically the only one who decided on the military defense affairs of the Patagonian platform (the veteran Lieutenant Colonel Zhu Liang has returned to the capital to "repair"). He planned to rectify his men in the past few days, draw out all the new recruits, and transfer them to the south wasteland to practice instead of war, to see if he could find Indian natives to fight and train these young men.

However, just when he had prepared all military supplies and horses and planned to lead the team, he received an order from the Army Department: to cooperate with an engineering team to build a highway in Taiwan. This order made him a little confused. However, after a little inquiry, he knew that after Yang Mingyang went to the capital for a riot, the plan for the Patagonia wool transport dedicated railway was not approved. However, the superiors might be very annoyed by him. Finally, he made a step forward and said that a national highway was built along the planned railway line, which could not only improve local transportation conditions, but also provide convenience when starting the railway in the future, and transport various equipment and materials.

Yang Mingyang was quite dissatisfied with this thing that was mixed with the slut, but he also knew that this was probably the limit of the superiors' concessions, so he decided to stop when it was better and go back and implement the highway first. As for the railway, he did not intend to give up anyway, so he would go to the superiors to grind them in the future.
