The first thousand two hundred and twenty-eight chapters staged victory

The Fan father and son had a very special relationship with the Navy. That was nothing to say, but whether the Navy was worth investing was even more important, especially for Fan Wubing.

Although it is a good thing to support the development of the navy, it is impossible for Fan Investment Group to pay much money when doing business. After all, you always have to pay attention to a cost return. Otherwise, you are a private army? This is a taboo thing.

But Fan Wubing's heart was like a mirror. After all, he had a lot of interest demands overseas. In today's complex and changing international political environment, it is definitely reasonable to long for the protection of his own navy. Therefore, investing in the navy is definitely a mutually beneficial thing.

But now it seems that there are three main factors that affect the current development direction of the Chinese Navy, namely the Taiwan issue, the East China Sea sovereignty dispute and control of the Strait of Malacca.

These three major problems have many common characteristics, and they all reflect the conflict of interest between China and other countries. It seems that there is no possibility of a short-term solution. They can only use maritime power as bargaining chips for the game. Therefore, for the Chinese government.

The development and growth of the navy has a direct impact on ultimately solving these problems, at least turning the problems in a direction that is beneficial to them.

Although these disputes may trigger a confrontation between the naval fleets of several countries, the possibility of serious maritime conflicts does not seem to be high. Although a forceful settlement is a very attractive option for China, through diplomatic channels, third-party mediation or multilateral negotiations can be an effective way to alleviate the outbreak of conflicts, but it cannot attract the attention of countries around the world as it is with force.

For the Chinese Navy, although Japan and South Korea have very strong maritime power and high modernization, they are not difficult to deal with, so there is no need to pay too much attention. The only thing that really needs attention is the US Navy.

Although the US naval force currently occupies an absolute advantage in the maritime power map of Asian countries, and this advantage will continue in the foreseeable future, Chinese naval decision-makers are still trying to find various ways to develop their own navies in a targeted manner to effectively deter, counter US interference, and even win over the US Navy to become their own ally.

The current equipment status of the Chinese navy is a relatively vague concept. How high is the proportion of military expenditure used for naval construction every year in the country's fiscal expenditure? It is recognized by all countries as one of the most significant indicators for evaluating a country's navy's strength. However, outsiders really can't see clearly about China's military expenditure. Even if they are in the situation, they feel a little confused.

Since the early 1990s, China's defense budget has begun to grow year by year at an astonishing rate, and the navy has also benefited a lot from it. These huge investments have finally paid off in the new century.

There is no doubt that with the continuous development of the economy, the government's tax revenue will continue to increase, so China's defense budget is expected to continue to grow. However, it should be pointed out that according to the standards of the Western Navy, none of these warships built by China in the 1990s have the ability to fight with the United States, Japan, South Korea or other modern naval forces under modern naval conditions.

These new surface warships launched at the end of the last century all had extremely powerful anti-ship combat power, but their anti-submarine and air defense combat capabilities were very weak. To be honest, in the face of enemy land-based or carrier-based fighter air strikes, these warships had almost no chance of survival. When performing anti-submarine combat missions, even if they were able to successfully discover and sink enemy submarines, they could only be regarded as having good luck.

At the beginning of the new century, the Navy launched several new warship research and development projects, which reflected the strong confidence of China's military shipbuilding department and its increasing technology level.

But there is another very critical question: what is the level of equipment maintenance work of the Ninety Navy and what is the training status of personnel? This is also an important factor affecting the navy's combat effectiveness.

In general, the navy's record in this area is not very good, and there is still a big gap compared with the world's advanced level. First, take the example of global visiting aviation behavior of the Chinese naval fleet. These ships have specially added several maintenance personnel to the global navigation and carried a large number of backup components, which clearly shows that the Chinese Navy's ordinary surface warships are still very lacking in maintenance work based on ocean-going operations, otherwise there is no need to specifically allocate corresponding personnel and components.

Secondly, the submarine crashes this year also reflect the navy's serious shortcomings in maintaining talent training. During the 1998 Pacific Rim exercise in Hawaii, two senior Chinese naval officials were invited to board several U.S. Navy warships as observers to visit.

After the visit, the two naval officials published a large number of articles and reports related to the exercise in the domestic military media, many of which focused on the repeated maintenance and damage drills carried out by the U.S. sailors throughout the exercise. This shows that such training is not valued in daily training activities of the domestic navy.

"In fact, the most important point is that the navy has a smaller structure. Although it costs a lot of money, it can be effective quickly. Compared with the army and the air force, the returns of investing in the navy can be seen immediately." Fan Wubing said to his father Fan Heng.

Although Fan Wubing also participated in part of the army's equipment, the army had too many people, too large a structure, and involved a lot of various forces. Even if he could do a lot of things, his influence was still too small, not as good as the navy.

If you really make great contributions to aircraft carriers and nuclear submarines, you will have a great say in the naval system in the future, which is predictable.

Especially now, I can see many weaknesses in the Navy and one of the few people who have the ability to influence them to make improvements. As long as I make some improvement suggestions to Chen Guangyi, he will definitely consider and promote it seriously.

On June 24, the World Health Organization finally lifted its travel warning to the capital and excluded it from the list of SARS epidemic areas. Until this moment, China's battle against SARS was considered a decisive victory.

For this day, CCTV specially held a party to celebrate or commend journalists who have been on the front line of the fight against SARS for a long time.

Because Fan's Investment Group fully supported the government's work in fighting SARS, it was naturally an important unit invited. When Fan Wubing passed, a group of reporters were enthusiastically communicating their feelings, and Zi Qi was also listening to their random talks there.

When Ziqi saw Fan Wubing appear, she slipped over quietly and sat in the corner with Fan Wubing.

"I heard from them that you went to the ward for an interview some time ago?" Fan Wubing asked in the first sentence.

Ziqi nodded and said, "Yes, many front-line hosts have gone, and the Economic Channel is no exception."

"Do you feel some pressure? Fear or something?" Fan Wubing asked.

"That's definitely something-" Zi Qi nodded and replied, "When I first walked into the SARS ward to shoot, I saw my colleagues working through the glass of the ward, but who is not afraid of death? At that time, I only knew a kind of fear and fear. The feeling of pushing open the ward door, and the feeling of pushing open the door of the ward was the same as the feeling of pushing open the gate of hell. However, after I entered, when I interviewed the medical staff, I was moved by their forgot spirit. They also had children and elderly people at home. Who knows what would happen at that time?"

At that time, they wanted to use the camera lens to record the close-range contact between these doctors, nurses and patients, and how to treat them, and make a film for future generations to know and also as a record of historical data.

To put it bluntly, I haven't encountered this disease in many years.

According to Zi Qi, the first time they entered the ward was when Beijing publicly asked the news media to interview the ward. That day, a press conference was held first. After the meeting, reporters from various countries put on protective suits and went in. That was the first time.

Basically, every once in a while, they would go in.

"After coming out, the clothes were wet, and they could be twisted out of water. It was stuffy. In the isolation ward, you had to wear a double-layer mask. However, looking back at the films I took, I felt that I was not in vain." Ziqi said to Fan Wubing, "At that time, when I changed my clothes before going in the first day, I made a joke. The reporter and the people from outside put protective clothing on their bodies and went in. A colleague of mine picked up the clothes. After picking up the clothes, his clothes were placed directly in the office. He took off his arms and put them on protective clothing. When he went downstairs, others asked him, how did you come out when you came out? He suddenly remembered that when he came out, he had to take off the protective clothing in the contaminated area, so he really had to come out with his bare butt."

"Who are you afraid inside? Looking at the critically ill patients, I feel really uncomfortable when I see them. Moreover, after finishing my work, I stand there with tired bodies, and I can't take off my masks, and I'm covered in sweat. Sometimes, when I chat with them, many nurses are the mothers of children. When I mention the child, tears hang in the corners of my eyes, and I feel very uncomfortable." Ziqi said.

Fan Wubing nodded. This time, the medical staff did make great efforts in the fight against SARS.

Zi Qi said that they were shooting in the ward. The camera was about two feet closest to the patient, because some cameras were to take close-ups and the anesthesiologists intubate the patient. At that time, they thought that the doctor was not afraid of anything they were afraid of, and they were doing it by themselves. The more they shot, the more they became, the more they were brave they felt. They felt that there should be no problem with the protection.

When I first entered, I really didn’t know what to take at first, but I gradually felt how I took it.

"At the beginning, I took some nurses and doctors' work scenes, and after I came out, I saw these films, and I had a goal. At that time, we had two plans, one was to record these things in the form of a documentary; the other was to shoot more active shots, and I could make a musical film, string the whole thing from beginning to end with music as a record for everyone to see." Zi Qi said, "At that time, I couldn't stand the children here. Little pitiful, even

My parents can’t see you, and only the nurses are circling around every day. A child and the nurse said through the glass, "Auntie, I’ll be discharged from the hospital tomorrow. When are you here? This nurse is in the afternoon shift. The nurse uses his hands to draw it through the isolation window in the middle. At 2:00 in the afternoon, I will come to see you off. I think that child is really pitiful. There are still children from five to six months old inside, and the nurse tells them stories. There are also children who are just over a month old, lying on the bed to eat milk, and the nurse also needs to change diapers. These nurses are really not easy."

A life-taking battle comes to an end, but it leaves people with infinite reflection.

After SARS, government officials began to pay attention to the prevention and control of infectious diseases. Before SARS, many people believed that infectious diseases in Beijing had decreased and the utilization rate of wards was low, and Ditan Hospital and You'an Hospital should be merged. After SARS, they no longer mentioned the merger and chose a site to expand Ditan Hospital in Shunyi District.

Moreover, Fan Wubing heard from his father Fan Heng that the city government planned to invest 1 billion to build a new Ditan Hospital. Planning has begun. The new hospital will have more than 200 negative pressure wards on standby at any time, specifically used to treat patients with respiratory infectious diseases such as SARS.

It now seems that the final victory in the fight against SARS is, in a sense, thanks to the existing government system, which can effectively mobilize social forces from all parties in the shortest time and cut off the source of transmission. This may be much more troublesome in countries with relatively high liberalization.

The government's attitude towards infectious diseases has also undergone a major change. It is precisely because of the painful lessons brought about by SARS that the government has passed legislation and established an emergency reporting system for emergencies. After the publication and implementation of the "Emergency Regulations on Public Health Emergency", the response to emergencies began to enter the track of legalization.

In the early stage of SARS raging this year, because concealing the epidemic figures directly affected the government's correct decisions and timely treatment of patients. After learning from the pain, the government is planning to issue the "Regulations on the Disclosure of Government Information", which gradually makes government information public.

It was also this time that the government suffered a heavy blow from SARS that established an information disclosure system, so that when the country encountered natural disasters and national disasters again, the government had to disclose information in a timely manner, mobilize the whole nation, and gather the strength of the whole country.

The government's information disclosure in major emergencies was baptized by SARS, like a heavy city gate slowly becoming transparent and slowly being pushed open, which is also a major progress.

"The weather is so hot, how about going out to have fun together?" Fan Wubing likes to mention these sad things. He thought that the hottest summer will soon begin. This year's summer vacation activities should be about to kick off, so he suggested to Ziqi.
