The first thousand one hundred and fifty-two chapters take advance as retreat

There are always many activities around New Year's Day. The government is also very busy. After carefully discussing with his son Fan Wubing, Fan Heng found his think tanks for in-depth research and finally came up with a new institutional reform plan. He went against the old path of merging ministries and commissions, and chose to conduct a comprehensive review of administrative approval authority based on market demand to determine which administrative approvals are out of date and need to be abolished.

Under this operation, Fan Heng proposed his own draft institutional reform, listing more than 680 administrative approval projects that need to be withdrawn and abolished, and listing a large number of facts to explain. Only by solving these problems first can institutional reform have practical significance.

Fan Heng's move shocked the entire senior management. No one expected that Fan Heng would make such a big noise. After all, although such a move did not threaten the interests of a certain member of the body, it actually reduced the authority of the entire government a lot.

The most important thing is that this action also reflects part of Fan Heng's attitude. Although I, Fan Heng, had no background before, I, is now a real member of the Standing Committee and a national-level leader. I can do my job, but I will not take the blame.

Are you talking about institutional reform? You are going to put me in charge. Then I will treat you from the root and see who will be the person with the headache in the end? Anyway, I, Fan, have no desires and no concerns about the consequences of such things.

In fact, every new government is often the best time to carry out administrative system reform. Since 1983, the central government has made some adjustments to government departments at every stage. A brief review will not be difficult to find that this is a difficult and long road to reform.

Why implement a large-department system?

Data can be used to illustrate how many government departments in China are.

Before the reform in 1982, the number of ministries and commissions of the State Council once reached 100.

Afterwards, the government carried out several administrative system reforms, and the content of each reform was mainly to streamline institutions and reduce personnel.

In 1982, thirty-nine departments were streamlined at once, and in 1998, a large-scale institutional reform was restructured. Another eleven of the forty components of the State Council were laid off, leaving only twenty-nine, and most of the departments that directly manage industries were abolished.

This kind of institutional reform is incredibly strong. The continuous major operations on government agencies are undoubtedly reflecting that the administrative system was extremely abnormal at that time.

However, the focus of the past reforms was basically to adhere to the principles of streamlining, unification and efficiency, and it was difficult to fundamentally solve the shortcomings of the existing administrative organization. After each reform, there will be another trend of institutional expansion. Institutional reform has been described as a digital game, and the path of streamlining-expansion-re-simplifying-re-inflation-re-inflation.

To this day, in addition to the General Office of the State Council, the State Council still has 28 departments, one special agency, one directly affiliated agencies, four office agencies, ten national bureaus managed by ministries and commissions, four directly affiliated institutions, and more than one hundred deliberative and coordinating agencies.

Compared with mature market economies alone, Chinese government departments have shown too many settings.

There are folk songs that describe the scene of the government meetings being crowded. "The minister sat in an auditorium, the director stood in a corridor, and the director squeezed into a square."

When the cabinet meeting was held, the ministers sat all over the room. How could they discuss matters? Who should I listen to?

The incompleteness of previous reforms also reflects the heavy burden of the domestic administrative system reform, because it is transformed from the planned system. A prominent feature of the planned economy is that it has many departments and implements section management.

The current government organizational structure is repaired on the basis of the planned economy era, and the functions still emphasize command and control, which will inevitably lead to excessively detailed organizational structure and excessive micro-, specific and unifying governmental organizational management.

There are too many and too detailed government institutions. There are many and too detailed institutions, overlapping functions, and difficulty in coordination, which is very common, which has become a major difficulty in supporting government functions and institutional reforms.

In addition, too many institutions also bring an inevitable by-product, which is the high administrative costs.

One of the more obvious manifestations is the large number of civil servants.

Relevant surveys show that nearly 70% of the people believe that China has too many civil servants. According to the ratio indicators of civil servants to GDP, the number of civil servants in China is much higher than that of developed countries.

In comparison, the large-department system is an institutional product of the public service-oriented government in modern society and is also a government system model commonly adopted by countries with mature market economy. The idea of this institutional reform is still to follow the principle of gradual progress, and to let some departments move first.

However, this still did not change the previous practice of sewing and patching. Fan Heng saw this very clearly, and Fan Wubing saw it more clearly. As for the people across the country, they actually saw it the most clearly. It was not that it was difficult to change, but that everyone was afraid of offending people.

Then Fan Heng naturally had complaints in his heart. Let me fight against the thunder in this kind of thing? Why don’t you think of me when there is something good? Then since you all let me fight against the thunder, I will admit it. Not only do I have to fight against the thunder, but also a big thunder. I simply solved this problem from the root and see if you really have the courage to pass this proposal?

"Haha, Mr. Fan was finally angry-" Boss Zhu, who was still in charge of the State Council, said immediately after seeing Fan Heng's proposal for institutional reform, but his eyes were filled with smiles, and it was obvious that he felt that this was not a problem.

The secretary did not dare to take on this. Because the President Fan mentioned by Boss Zhu, whether it was Executive Vice Premier Fan or Mr. Fan Wubing, both the father and son were not easy to mess with, especially because he had a good relationship with Boss Zhu. It was hard to imagine any problems that would arise when talking about them casually.

However, he also agrees with Boss Zhu's view very much. In this matter, Mr. Fan and Mr. Fan both have reasons to be angry.

The power struggle among the senior management is also very serious, but it is not obvious to outsiders. This time, everyone recommended Fan Heng to come out to thunder, but who knew that Mr. Fan ignored this and hit their life at once. After all, it would be a big shock to start from the cancellation of 680 administrative approval projects.

For example, the administrative approval projects in a provincial-level city in China are actually about 1,000. Fan Heng made such a ruthless move and almost reduced 60% of the criminal investigation approval power.

In fact, objectively speaking, this is a very effective reform plan.

The reason is also very simple. The scope of power is reduced, the scope of making money is smaller, and the competition for power is concentrated. The number of bureaucrats is reduced. In this way, due to the reduction of the number of final decision-making power, based on the principle that the three monks have no water to eat, there are fewer officials who are capable of competing, and the number of institutions will naturally decrease. Even if there is no affordable department, it will automatically disappear. Even if it does not disappear automatically, it will gradually introduce the entire bureaucratic system to become a decoration.

This principle is actually very simple, and there is a cost to cultivate bureaucrats.

At the grassroots level, a county-level official who has actual power, if it is not a special situation, it will be difficult to make a breakthrough without an operating cost of more than one million yuan. This is the driving force behind everyone's heads that can grasp as many administrative approval projects as possible.

Only by mastering other people's feet can you make money. If you don't have this attraction, then with the little bit of a dead salary of a department-level cadre, will you be willing to do such laborious and laborious things. Do you really think that everyone is thinking about serving the people? Only those who have no judgment and do not understand the truth may believe it.

Therefore, when Fan Heng proposed this solution and listed a large number of facts as evidence, everyone could not find any reason to refute. The only thing that could be stopped was the so-called stability overwhelming principle.

Therefore, the No. 1 leader who still did not completely withdraw came forward to act as the peacemaker, saying that although Comrade Fan Heng’s plan was a solution, the consequences of this may be difficult to predict, so it is better not to hurry at this time.

In this way, the matter of institutional reform will naturally be put on hold.

After all, this matter is obvious. You have let everyone handle the matter with full authority. Fan Heng has come up with a radical solution, but you said it is not possible. This is not in line with national conditions. Isn’t this teasing others? The face of a national-level leader is not so dispelled!

When Fan Heng returned home, when he mentioned this matter to Fan Wubing, he said, "If you don't say this matter again, the New Year will be held soon. After the New Year, it will be the Two Sessions. If the proposals cannot be passed at the Two Sessions, the institutional reform will be delayed for another five or ten years."

Fan Wubing understood his father Fan Heng's thoughts very well. After all, Fan Heng is a man who works. This time he used the magic weapon to advance and retreat, but in fact he was mostly instigated by himself. In addition, he was already a little dissatisfied with some people and some people. Therefore, this time he made such an unexpected move.

In normal times, even if Fan Heng suffers a little grievance, he is unlikely to openly rebel against the top leaders. This does not conform to his consistent rules of conduct and is also the biggest reason that surprises everyone.

"However, things always have to be done by someone, and institutional reform is indeed very important-" Fan Heng finally expressed his attitude.
