The Dutch colonial government could only accept this condition in the end, but also put forward its own conditions, that is, only the Chinese in Java are eligible to participate in the election or vote, and the criminals designated by the government are not allowed to participate in the election. This way, the road for overseas Chinese to enter the colonial government through elections is blocked, and the Dutch are also holding the last position.

The East China government has no objection to this, because the East China government has not planned to directly participate in Java politics in the short term, but has tried its best to cultivate its own agent among the Chinese in Java. Finally, the East China Government proposed to set up an office in Java to coordinate the various relationships between the East China Government and the Chinese in Java, as well as the Dutch colonial government. This request is also very reasonable. Although the Dutch colonial government is unwilling, it has no reason to refuse.
