Chapter 130 Naval Holidays (1)

After interrogating a small number of captured bandits, the time travelers learned about the Green Forest Conference. It turned out that the bandits in Shandong had united and were ready to launch a comprehensive counterattack against the East China government. It should be said that the bandits adopted good methods, turning them into reality, avoiding defense and attacking the weak, and quickly fighting and deciding. These tactics are usually the means of the weak side against the strong side. They have some guerrilla warfare and are also the tactics that the regular army is most troubled. Moreover, the bandits actually know how to use propaganda tactics and turn them all over the responsibility to the East China government, which is obviously guided by experts.

Of course, the East China government cannot compromise with the bandits. Go back to the situation where the Qing court ruled Shandong and allowed bandits to be rampant. Therefore, it can only face this challenge and fight a decisive battle with Shandong's Green Forest Bandits. Moreover, after more than a year of comprehensive rule in Shandong, the land reform has been completed by more than 80%. The East China government has initially built its own administrative system structure and has enough strength to clear out the Green Forest Bandits in Shandong.

However, since the bandits caught did not know much about the details of the Green Forest Conference, the East China government did not know that Wang Kefu was involved, and the current top priority is to deal with the bandits' harassment tactics, and there is no time to investigate.

After research and investigation by the Military Commission and consulting Jinan’s experience in dealing with bandits, six implementation measures were formulated:

First, when approaching the bandit forces, all villages must seize the time to build defensive facilities such as walls. Because the bandits’ ability to attack is not strong, the village wall can greatly improve their resistance to bandits after building them;

The second is to improve the construction and training of militia organizations in each village as soon as possible. Local governments must try their best to provide corresponding weapons to militias. Of course, it is mainly cold weapons. Guns should be distributed carefully, and a defense system for local villages should be established so that each village has enough ability to resist bandit raids and wait for rescue;

The third is to do a good job in the distribution and garrison of the People's Army, strengthen the protection of each village, and make quick counterattacks, act quickly, seize the opportunity, and resolutely strike, but first of all, we must protect time travelers and government staff working at the grassroots level;

Fourth, completely cut off the connection between bandits and the common people, crack down on any exchanges with bandits without the permission of the government, and absolutely prohibit transactions with bandits. Any violations of everything will be punished as a crime, and strengthen the work of mass prevention and control, encourage grassroots masses to mobilize, supervise, and prevent the whereabouts of bandits, and report to government agencies at all times, and reward the masses who provide intelligence;

Fifth, through various effective means, we can check the bandits’ counterfeits and the location of the strongholds, and then directly destroy the counterfeits and strongholds with absolute superior forces, so that the bandits can lose their survival basis and economic resources.

Sixth, strengthen publicity work, focus on publicizing the people-friendly policies made by the East China government since its internship in Shandong, including land reform, crackdown on landlords, abolishing of tyrants and miscellaneous taxes, etc., as well as the benefits and benefits obtained by the people, expose the sow discord of bandits, and at the same time emphasize that the people believe in the government and believe that the People's Army can eliminate bandits, return the local area to peace, and absolutely support the government's actions to combat bandits.

After these six measures were presented to the Executive Yuan, they were also recognized by the Executive Yuan. The Executive Yuan and the Military Commission jointly issued a formal order to local governments and garrisons, requiring local governments to implement them, and at the same time, a special campaign to combat bandits was launched in a comprehensive manner. The campaign was also officially named the "Bandit Elimination Plan" and set a goal. Within half a year to a year, we will strive to eliminate the main bandit forces in Shandong, so that Shandong will not have large-scale bandit forces with more than 50 people, and ensure that most areas in Shandong are no longer threatened by bandits.

After the order was issued, local governments and local garrisons in various places also took action immediately. On the one hand, the People's Army strengthened its vigilance; on the other hand, each village also strengthened its own defense, which immediately improved the situation. At the same time, through interrogation of prisoners, some bandits were found to be blocked by the bandits, and they took the initiative to attack, which also effectively hit the bandits' arrogance.

The subsequent development of the situation also proved that the "Bandit Elimination Plan" was indeed timely. It was this nine-month operation that basically wiped out the green forest bandit forces in Shandong Province, not only ensuring the stability of the Shandong region, but also allowing the East China government to lose worries in its future actions and be able to concentrate all its energy to deal with the domestic and foreign situations.

December will be held soon. In the last month of 1902, the work of the East China government was also quite busy. In addition to the routine quarterly and annual summary of various departments and the Executive Yuan, after formulating plans for the next year and the next quarter, there will be an additional "bandit removal plan". There are two other major events. One is that the delegation to Germany to receive warships is about to set off; the other is that the first batch of construction projects in the Shanghai New District will be completed, and the Shanghai New District government will also officially move in. At the same time, the comprehensive business led by the film industry will be officially opened, and the East China government will apply for help from the East China government. Therefore, the staff of the East China government are very busy.

First of all, on December 1, the Zhenwei and Zhenyang ships of the Iron Craft Squadron were officially converted into reserve training ships. This was originally a plan that had been determined long ago. All four warships of the Iron Craft Squadron would be converted into reserves, and these two warships were the first batch.

The Zhenwei and Zhenyang are both Saxon-class ironclad ships of Germany, Saxon and Byrne, both old ironclad ships with a age of more than 20 years. They have served in the People's Army Navy for less than a year. Although they have not participated in any battles, they have made certain contributions to the People's Army Navy in terms of training crews. Moreover, according to the navy's tradition, a ceremony should be held for retired or converted to reserve warships. Therefore, in the Qingdao Military Port, the officers and soldiers of both warships participated in the transfer ceremony of the two warships. At the same time, a group of soldiers were appointed to upgrade their ranks.

The two warships have a membership of between 300 and 320 people, but in the People's Army, the Zhenwei has 212 people and the Zhenyang has 207 people. This is mainly due to the lack of personnel in the People's Army Navy, the two warships have only 60% or 70%.

A small number of these crew members will be assigned to other warships to continue serving, and most of them will be members of the delegation to receive warships in Germany, and then some personnel will be added from other warships to Germany to receive two newly built warships.

The departure time is scheduled on December 8. First, we will go to Shanghai to assist the official opening of the Shanghai New District Government's comprehensive commercial center, and then officially set off for Germany. After today's ceremony, members of the delegation to Germany who will receive the warship will have a 5-day holiday and can go home to handle their personal affairs. They will report back to the military camp before 9 a.m. on December 7. After all, it will take at least 4 months to go to Germany this time, and it is impossible to go home during this period.

After the team was disbanded, Zhao Ping returned to his dormitory to clean his luggage and planned to use the five-day holiday to go back to Zhao Weizhong's house in Tianjin. He had not been home for more than 9 months, and this time he went to Germany for several months, so he naturally had to go back first and say goodbye to his family. In fact, Zhao Ping and Zhao Weizhong were just distant relatives of the same clan, and he was just a servant in Zhao Weizhong's house before, so he could not be very close. However, his parents died since childhood. It was indeed Zhao Weizhong who raised him and provided him with study, reading, literacy and martial arts. Therefore, Zhao Ping also regarded Zhao Weizhong as his elder and Zhao Weizhong's home as his home.

Zhao Ping joined the Navy for one and a half years. He first served on the Navy destroyer Sea Dragon for 4 months. He first worked as an ordinary sailor, and then worked in the engine compartment for more than a month and learned some knowledge of steam engines. Then he served on the cruiser Orlando for 7 months, and worked as a gunner, a squad leader, and a squad leader of the damage management team. After the People's Army Navy was officially established, he was assigned to serve on the Zhenwei, serving as the position of guns and guns and the head of the turbine team, and his military rank was also promoted. At today's transfer ceremony, he was officially promoted to a second lieutenant, which was the highest rank of the local soldiers of the Navy.

Although the status of the navy in the current People's Army is higher than that of the army, the ranks of naval officers are generally higher than those of the army. For example, the Minister of the Navy, Shang Jinfeng, has the ranks of general, Wang Hailong and Zhang Wei are both ranks of lieutenant general; while the highest rank of the army is only major general. This is mainly because the ranks of naval officers are generally higher than those of the army.

However, in terms of local soldiers, the army has a large number of lieutenants, and the highest number of the navy is only a second lieutenant, and the number is far less than that of the army. On the one hand, this is because the company-level officers of the army are all local soldiers, and the lieutenant serves as the lowest rank of company commander; on the other hand, it is because the navy participates in fewer battles, so there are naturally fewer opportunities to get promotion.

Zhao Ping was promoted to the rank of lieutenant within one and a half years, which was considered very fast in the People's Army Navy. This was mainly because he had certain cultural knowledge, not only able to read and read, but also able to write and calculate. In addition, Zhao Weizhong used to work in the Tianjin Machinery Bureau. Zhao Ping followed him to learn about machines, physics and other knowledge. Although these understandings were just a little bit of a fur, in this era, it could already be considered as the Westernization Movement. Therefore, Zhao Ping's position on warships was mainly two aspects: turbines and guns, because both positions required a certain understanding of machines, and in the navy, such people were rare.
