Such design flaws are almost tailor-made for an accident one day, because on April 25, the reactor No. 4 was planned to be closed and tested whether there is still sufficient electricity to supply the reactor's safety system in the event of power loss...

The expert team deduced the consequences of this test—

Due to the design defect of the control rod, at the beginning of the test, the water pump power is turned off, driven by the inertia of the turbine generator, and the control rod is inserted and attempts to stop stacking.
