Volume 20 Looking at the World with Cold Eyes, Section 41 Visiting

Su Yanqing also knew that she was speechless by her husband's words. She was unlikely to convince her husband on this topic. Her husband must have his own ideas and opinions when standing in this position. As for some criticisms and suggestions from the outside world, they can only be used as reference. She just reminded her, and that's all.

Since he could not convince the other party, Su Yanqing was unwilling to say anything in vain and change the topic: "Then do you say you will be on a business trip in China in the near future, are you preparing for a visit?"

His wife knew herself very well, and Lu Weimin also smiled: "It's almost the same. This time, this time was nominally invited by political parties from various African countries. However, I have learned about these countries that they are in a stage of urgent need for foreign investment in economic development, including some areas in South Africa, and external investment is also urgently needed. As for the current situation, the economic and trade exchanges between these countries and our country are still complementary. However, from the next step, with some domestic industries oversupply, they need to be transferred out. The construction of various infrastructure in these countries in Africa is very backward, and road transportation/electricity/port terminals, as well as some relatively primary manufacturing industries are very lacking. Many countries have a large population, but they are mainly agriculture and animal husbandry, which is similar to our country thirty years ago, and there are many aspects to cooperate with."

Seeing that Su Yanqing was very interested, Lu Weimin also found it interesting, "Yanqing, you seem to be particularly interested in my current work. I think it is much more interesting than when I was working in Changjiang and Landao."

"Why, I care if you are wrong?" Su Yanqing glanced at Lu Weimin. She is now working in the Northeast Revitalization Department, which is the former Office of the Northeast Leading Group for Revitalization. Now the office is being adjusted. Many functions of the Office of the Northeast Leading Group for Revitalization have been adjusted and have been included in the Northeast Revitalization Department of the National Development and Reform Commission, so she is still very interested in industrial development.

"That's right, that's right. Thank you for your concern." Lu Weimin quickly shook his head.

"If we consider it from the perspective of economic and trade, this should be the work of the Ministry of Foreign Affairs and the Ministry of Commerce. Are you not interfering in your affairs?" Su Yanqing said casually.

"Politics and economy have never been separated. Moreover, the current economic development model of these countries is still similar to when we first reformed and opened up. It is promoted by national policies. Now these countries are very interested in our country's ability to achieve earth-shaking changes in thirty years. From the perspective of political parties, they want to learn from our governing experience. From the perspective of economic development, it has become the top priority to attract investment, which has become the second largest economic power in the world, especially when our country develops economic and trade exchanges with African countries, which is also an urgent task.

It is the most satisfactory of African countries. Unlike European and American countries, they always use these conditions as thresholds and prerequisites. So at the level of economic development, I think that although our visit is mainly party exchanges, economic and trade investment can still become an integral part of it, especially some industries with overcapacity in our country and an empty-handed film in African countries, which should be a win-win situation. So I reported to the central government, and the central government also agreed that in addition to some state-owned enterprises, I also plan to invite some powerful private enterprises to participate in Africa's large-scale development strategy."

Lu Weimin's words made Su Yanqing keenly notice something. He immediately asked: "Are you planning to go around the country and attract some private enterprises to go to Africa to investigate investment?"

"Well. That's the plan. You may have noticed that since the financial crisis, the domestic physical manufacturing industry has been greatly affected, and the domestic has launched large-scale infrastructure construction and people's livelihood projects to drive it. But there is a very specific reality in front of us, that is, as our country's urbanization process slows down, the real estate industry cools down, and the European and American markets are weak, the production capacity of many of our industries is actually in a surplus state, such as steel/cement/glass/aluminum/ and some low-level electronics/mechanical processing industries, there are signs of oversupply. At the same time, due to market factors and rising labor prices, our domestic textile/garment and other industries have competed in the textile/garment industry such as our country.

The competition is becoming increasingly fierce. There are only two ways for these industries, one is to compete more cruelly, using cost advantages to fight against them, and the other is to transfer them out and exchange space for the market. The transportation costs of building materials industries such as steel/cement are very considerable. If we can invest in and build factories in Africa and open up the market, we can at least win a development dividend period of 10 or 20 years. Industries such as textile and clothing also have no high requirements for labor. Using the local low labor prices, we can fully meet the local market nearby. At the same time, we use the tariff advantages of the common market to expand the market in the surrounding areas. So I think in these aspects, our private enterprises have great potential."

"For the people, you are doing the same thing as the Japanese used to do, capital output and capacity output. In the past, the Japanese outputted to us, but now we output to Africa." Su Yanqing said keenly.

"Yes, we are also learning from the Japanese. The Japanese are playing smoothly in this regard. If they hadn't been dragged down by the square agreement, Africa would probably not have much chance of us now." Lu Weimin said without hesitation. "Now the Japanese are a little breathing. We are actually facing their competition at many levels, including the competition in Westinghouse Electric in the past few years. If we didn't pull the Americans over and tie them together, if the Japanese were not too greedy and wanted to eat alone, we would have no chance. Now the competition in Africa has just begun, and the Americans have realized that the Japanese are also sharpening their fists and palms. If we don't step up, we will really not even have a sip of soup."

"But for the people, you should know that the political situation of African countries is not very stable, and nationalist sentiment is relatively strong, and it is easily affected by external factors. This is similar to Southeast Asia. It is easy to bring huge risks to these countries. In addition, these countries are far from the influence of our country, and it is difficult to take into account if there is an unexpected situation." Su Yanqing was not easily convinced.

Lu Weimin pondered for a moment before slowly saying: "This is exactly what we should do. On the one hand, we must strengthen economic exchanges, which is the choice for our country's capital export and industrial transfer. On the other hand, this also requires our country to advance steadily in other aspects, such as military projection and radiation."

Su Yanqing's eyes flashed, "Is this the main reason for your visit this time?"

Lu Weimin shook his head, "You are thinking too narrowly. That is not the purpose, it is just a means. Our military projection and radiation power are also for the interests of our country, not to show anything. When we have great economic and political interests in Africa, military existence is an inevitable option. Now prepare one step earlier, be prepared for any eventuality, and be beneficial or harmless."

Su Yanqing no longer struggled with this issue and asked instead: "Where are you planning to invite private enterprises to visit Africa? Guangdong, Zhejiang, or Changjiang and Landao?"

Lu Weimin nodded: "Everyone has it. It depends on the specific situation of African countries, but I will go to the provinces you mentioned. Many private enterprises in Guangdong and Zhejiang provinces are actually very suitable for investing in Africa. Changjiang and Landao are my bases. Some words can also be discussed openly. This is all Zhou Yu beat Huang Gai, one is willing to fight and the other is willing to be beaten. Only when it comes to business is profitable is willing to go. No one can force anyone. At least I also have the title of deputy director of the Central Policy Research Office. I can still have some appeal after going there. Not only is it the title of the Central League Department, I guess not many people are willing to buy it."

Lu Weimin's trip to Zhejiang Province can be regarded as a light car.

In addition to a comrade from the International Research Bureau of the Central Political Research Office, there is only one comrade from the General Office of the General Office of the Central Committee of the Communist Party of China and Dou Qingwen.

The four people flew directly from Beijing to Hangzhou. According to Lu Weimin's vision, in addition to visiting the main leaders of Zhejiang Province in Hangzhou, he was going to Yiwu and Wenzhou. Both of these places can be said to be the most developed regions with the private economy. At the same time, Zhejiang businessmen are also the most active group and dare to go abroad. However, people in Zhejiang prefer European countries such as Spain/Italy and France, and are not so interested in starting a business in Africa. Lu Weimin hopes that through this visit and investigation, a group of Zhejiang businessmen can boldly follow them to Africa to "make gold".

The secretary of the provincial party committee in Zhejiang Province is also an old acquaintance, Dong Zhaoyang.

After leaving Changjiang, Dong Zhaoyang moved to Fujian Province as executive vice governor, and then from Fujian Province to Zhejiang Province as deputy secretary of the provincial party committee, from deputy secretary of the provincial party committee to governor and then to secretary of the provincial party committee.

History has been changed repeatedly for its own reasons. Whether it is Xia Lixing, Sun Zhen/Shang Quanzhi and others, they have all taken provincial and ministerial positions, such as Dong Zhaoyang, but the changes have become so big that it makes people feel a little unbelievable. Dong Zhaoyang actually became the Secretary of the Zhejiang Provincial Party Committee. Of course, this is a good thing for Lu Weimin. Having an acquaintance can at least make a lot of his work better.
